Manager Behavioral Health Services
Description: Job Summary:

Plans, implements, coordinates, and monitors programs, activities, budgets, staff, and regional operations for Behavioral Health Services (BHS). Assures appropriate mental and chemical dependency services are provided to members in an efficient manner maintaining high quality of care and service. Achieves culture of measurement and data transparency. Collaborates with BHS leadership. Serves as role model. Supervises assigned staff.


Essential Responsibilities:
Collaborates with BHS leadership to develop vision, strategy, objectives, and initiatives for BHS. Follows-through to ensure objectives and initiatives are achieved. Responsible for ensuring annual BHS goals and objectives are achieved.Facilitates planning and program development activities for BHS programs. Collaborates with other departments, national KP, community providers, employers, and others as appropriate to improve over-arching BHS system.Represents and advocates for BHS to achieve better understanding and synergy throughout region. Liaisons with clinic leadership to enhance development of coordinated care. Collaborates with leadership of Primary Care to ensure integration of BHS services into Primary Care.Collaborates with BHS leadership from other regions to determine best practices for BHS. Responsible for implementation and standardization of best practices through region.Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.Provide clinical supervision to unlicensed interns and associates.Ensures regular communication of BHS and regional activities to ensure BHS department is well informed.Implements and evaluates activities to assure standards for quality of care, including compliance with accreditation standards and regulatory requirements. Facilitates establishment of regional BHS policies for quality of care and service.Responds to and resolves customer services issues in a timely manner. Develops systemic improvements to mitigate future concerns as needed.Coordinates BHS process improvement activities to achieve improvement of efficiency and effectiveness. Facilitates process improvement activities to achieve NCQA and other standards where deficiencies exist.Allocates BHS resources to improve care and service and/or promote more cost-efficient delivery of services. Participates in financial, cost-benefit analysis for program development.Analyzes and reports data and statistics regarding BHS performance and resource utilization. Evaluates program performance. Establishes performance standards. Assesses staff productivity and adherence to standards. Creates a data-driven culture, where data is used to make decisions, and metrics are identified for key processes, and results are transparent.Maintains knowledge and understanding of current modalities, issues and trends in behavioral health treatment. Acts as representative and spokesperson for Kaiser in community regarding BHS issues.Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.Provides direct patient care as needed basis.  Provides services that are within scope of licensure and in compliance with all legal, regulatory and policy requirements relevant to clinical role performed. Basic Qualifications: Experience
Minimum five (5) years of administration and program development experience in managed healthcare setting.Minimum two (2) years of management experience. Education
Masters degree or higher in social work, psychology, marriage and family therapy, clinical counseling, nursing, or allied field related to the practice of mental health counseling from an accredited college or university. License, Certification, Registration Psychologist License (Hawaii) OR Licensed Clinical Social Worker (Hawaii) OR Licensed Marriage and Family Therapist (Hawaii) OR Mental Health Counselor License (Hawaii) National Provider Identifier required at hire
Basic Life Support required at hire from American Heart Association
Additional Requirements:
Demonstrated knowledge of relevant regulatory and compliance requirements.Demonstrated knowledge of and skill in oral communication, written communication, conflict resolution, change management, decision making, influence, problem solving, quality management, team building, and teamwork.
