Summary You will serve as a MANAGER in the Deputy Contracts Division (02B), Contracts Department (02) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will serve as Contracting Deputy Department Head and Deputy Chief of the Contracting Office, responsible for effective and collaborative day-to-day leadership of the Contracts Department in support of the NSWC Crane mission. You will provide advice to leadership, peers, and senior Executives on a wide variety of acquisition matters. You will exercise delegated authority, to include signature authority, for contractual actions, including service contracts, highly complex research and development acquisitions, construction contracts, and other transactions. You will maintain expertise in all aspects of the Acquisition process and leverages Acquisition Management System (AMS) to monitor, manage, and continually improve Department performance. You will ensure that the mission of the organization is carried out in the accordance with the governing laws , regulations, policies and procedures. You will ensure effective customer service through interactions with serviced organizations, industry engagement, and establishing/monitoring appropriate metrics. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-05 (GS-13/14 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contracting specialist, managing and overseeing contract activities (e.g. procurement or contractual strategies, planning, solicitation, negotiations, administration) to ensure procurement or contractual obligations are in compliance with regulations governing the acquisition or procurement of services, equipment, or materials for an organization. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
