Job Summary

The manager of Utility Pricing and Analysis serves as internal consultant to the regulatory affairs teams across all jurisdictions. This position requires industry and ratemaking expertise to support company positions/regulatory filings. This position manages all aspects of the Utility Pricing and Analysis function to drive efficiency and is responsible for developing a highly skilled Regulatory Service pricing team. Most importantly the position serves as subject matter expert on utility pricing and ratemaking matters.

Job Duties and Responsibilities

Manages the Utility Pricing and Analysis team. Develops and trains the Utility Pricing and Analysis team, ensuring a diverse work environment and cross training individuals.

Responsible for the acquisition, development, and analysis of customer usage information in support of test year revenues and Cost-of-Service allocation factors used in regulatory rate filings for all OPCOs.

Provides expert support for regulatory filings, industry trends and analysis associated with utility pricing and ratemaking.

Provides support for rate design and other ratemaking activities in OPCO Regulatory filings.

Provides expert written and oral testimony and responds to discovery before the APSC, MPSC, PUCT, LPSC, and the New Orleans City Council on rate design and other ratemaking matters.

Responsible for ensuring OPCOs’ needs are met to support regulatory filings and analysis, as requested. Provides best in class customer service to OPCOs.

Responsible for the Customer Load Information function and the data required to conduct load research analysis that is needed to support regulatory filings, forecasting, reliability and other ad-hoc analysis.

Prepares and supports through analysis and testimony litigation strategies to address and respond to intervenor positions on rate design and other ratemaking matters. Provides regulatory expertise and broad institutional and industry knowledge to customer facing organizations.

Coordinates the preparation and submission of regulatory agency applications, reports, or correspondence related to rate design and other ratemaking activities. Reviews all regulatory agency submission materials to ensure timeliness, accuracy, comprehensiveness, or compliance with regulatory standards.

Provides regulatory guidance to departments or development project teams regarding the development, evaluation, or marketing of pricing products. Formulates and/or implements regulatory affairs policies and procedures to ensure that regulatory compliance is maintained or enhanced. Communicates regulatory information to multiple departments and ensures that information is interpreted correctly.

Works closely with Corporate Business Development and the various Economic Development groups to evaluate current opportunities, tools, and pricing processes to determine enhancements and modifications that would facilitate further load growth.

Minimum Requirements

Minimum Education

College or University Degree required.

Desired: A degree in Mathematics, Economics, Statistics, Engineering, Business, or related discipline is desired.

Minimum Experience

7+ years’ experience with minimum of 5 years’ experience in the utility industry.

Desired: Experienced in rate design and other ratemaking issues. Supervisory and project management experience is desired.

Minimum Knowledge, Skills, and Abilities

Advanced skills utilizing Microsoft Office and applicable mainframe business applications.

Excellent oral and written communication skills.

Ability to work with key stakeholders to challenge existing processes and develop pragmatic solutions to complex problems.

Ability to take initiative and to work as part of a team.

Ability to deliver key projects in a timely manner and develop high quality work products.
