Compensation:
Salary Range $81,780 - $116,074 (Grade F, 479 Hay Points)
Responsibilities:
The primary responsibility of this position is to manage staff who gather, measure, analyze and present data related to the testing, selection, hiring, deployment and attrition of personnel across all NYC Transit departments and job titles . The position provides technical and analytical support to HR management in the development of examination schedules, recruitment strategies, provisional reduction efforts and "on-boarding" processes. Analyzes recruitment and hiring data to track trends and make recommendations. Develops and maintains various metrics to measure the efficiency of HR processes, including exam, recruitment and staffing . Assists in presenting data and analyses to senior management. Establishes/maintains baseline data and progress reports to support/monitor NYCT compliance with DCAS provisional reduction plan and the "Long Beach Decision".
Education and Experience:
A baccalaureate degree and six (6) years of experience. A minimum of two (2) years of this experience must have been in a managerial or supervisory capacity.
Desired Skills:
+ A master's degree in the field of Industrial and Organizational Psychology
+ Experience in a Civil Service environment
+ Strong knowledge of the MTA’s organizational structure, especially the departments with job titles for which examinations are required on a regular basis
+ Strong knowledge of the specific duties and responsibilities of and inter-relationships among individual job titles, especially those in operating departments
+ Knowledge of staff forecasting and performance analysis processes
+ Strong knowledge of EEOC laws and selection guidelines
+ Knowledge of employment and NYS Civil Service laws
+ Knowledge of DCAS Personnel Rules and Regulations
+ Knowledge of the New York City Classification system
+ Excellent project planning and management skills
+ Excellent communication, interpersonal and presentation skills
+ Excellent organizational skills
+ Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible
+ Demonstrated analytical capabilities and quantitative skills
+ Demonstrated ability to work with all internal levels within a given organization
+ Demonstrated ability to communicate and interact well with external agencies
+ Demonstrated ability to work in a high-profile, high-pressure environment effectively
+ Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint Visio and Outlook
+ Demonstrated proficiency in Peoplesoft including the creation of queries
+ Familiarity with the MTA’s policies and procedures.
+ Familiarity with the MTA’s collective bargaining procedures
