Manager, Software Engineering

Residency in or relocation to Louisiana is preferred for all positions. **POSITION PURPOSE** Software Engineering Manager manages and oversees the design, development, and maintenance of software applications. Directs the work of engineers to ensure the best practices around software development. Assigns work to software engineering personnel, evaluates and manages their performance. Recruits engineering personnel and supports technical staffing and project teams formation. Supervises the continuing support of and provides system metrics for client facing products. Presents practical input for strategic technology decisions. Supports the Technology Roadmap and Complies with all professional departmental as well as company best practices. May supervise reporting responsibility for independent software contractors, software engineers and outsourcing partners. Ensures software engineering personnel is suitably trained to perform all job function and suitably use project and software related tools. Accountable for complying with all laws and regulations associated with duties and responsibilities. **NATURE AND SCOPE** + Manages People + This role directly manages 5 - 20 workers + This job reports to: Departmental Leadership + Necessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel. **QUALIFICATIONS** **Education** + Bachelor's in Computer Science or related field required + Master's Degree in Business Administration is preferred + Four years of related experience can be used in lieu of a Bachelor’s degree. **Work Experience** + 5 years of business systems analysis and design experience with 2 years of leadership experience required. Experience can run concurrently **Skills and Abilities** + Must have experience working with Claims Processing Platforms, Cloud Platforms (SaaS), Enterprise Application Integration Platforms and ETL Platforms. + Requires a strong understanding of software development methodologies (e.g. Agile, Scrum, Kanban) + Experience with cloud platforms (e.g. Azure and/or AWS) + Familiarity with DevOps practices and CI/CD pipelines + Requires broad knowledge in the field of Information Technology. + Requires a broad knowledge of development management and control concepts and application knowledge of business practices. + Technical knowledge covers current development methodology, languages, and operational capabilities. + Demonstrated ability to lead, mentor, and grow engineering teams. **Licenses and Certifications** + None Required **ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS** + Manages staff, promotes career development opportunities, provides mentoring to the staff to encourage personal growth and advancement, and promotes delivery of high quality customer service and team productivity + Actively pursues personal leadership development to ensure growth and the ability to demonstrate a high level of quality and productivity + Ownership of systems, applications and technologies in their area of responsibility + Actively supports initiatives related to the strategic and complementary tactical plans in a responsive manner that conforms to the organization’s mission, goals, and objectives + Develops, manages, and builds positive relationships / partnerships with clients, vendors, peers/other teams, and staff to ensure a high level of personal and team understanding of the client’s business operations, IT support needs, and service expectations + Ensures quality and timeliness of business oriented solutions aimed at providing positive effects on operational results while optimizing the overall impact on the organization’s performance + Responsible for actively monitoring and supporting financial resources by approaching work with a focus on cost efficiencies that provide tangible cost savings and improved productivity through fundamentally sound implementation of systems solutions + Understands Departmental Goals and Objectives and delivers work products to contribute to those goals **Additional Accountabilities and Essential Functions** _The Physical Demands described here are representative of those that must be met by an employee to successfully perform the Accountabilities and Essential Functions of the job.
