Position Summary:
COTA's Manager, Learning and Development, performs highly responsible professional and supervisory work in the system-wide management, design, coordination and implementation of training, employee development and workforce development programs. This position provides strategic programmatic leadership to workforce development and learning and development sub-departments and assures programs address ongoing organizational training and workforce development initiatives. This position collaborates with key stakeholders on the overall design of strategic learning plans that foster employee development. This individual is responsible for designing learning solutions that include oversight and development of full curricula, building courses in a learning management system, e-Learning, videos, job aids, in-person learning and participant materials to deliver a world-class learner experience. Additionally, this position will be responsible for the design and growth of workforce development initiatives, goals and innovative business strategies that drive organizational excellence.
Performs other duties in alignment with the 2019 - 2024 COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.
This Position is Responsible For:
+ Manage, implement and coordinate on-demand eLearning and training content for delivery over various platforms
+ Oversee, design and develop training materials, job aids, promotional materials (posters, memos, letters, etc.), webinars and other learning resources to boost e-Learning and employee learning and development, based on needs identified by organizational leadership
+ Schedule training activities (conduct/facilitate training programs and evaluate development)
+ Supervise the learning and development analysis process, including LMS
+ Engage with department subject matter experts and external consultants to develop and integrate on-the-job training and experiential learning opportunities
+ Establish workforce development goals that align with the organization's strategic plan, collaborating directly with leadership and community partners to implement short and long-term vision to ensure strategy serves the needs of our workforce, stakeholders and the community
+ Collaborate with community partners to build purposeful partnerships that impact long term outcomes
+ Responsible for the development of workforce programs that infuse a diverse, equitable and inclusive framework for talent pipelines through internships, apprenticeships and career technical pre-apprenticeships
+ Actively pursue workforce training grants and other avenues of workforce training funds
+ Oversee and plan COTA's "Annual Learning and Development Education Fair," coordinating with local colleges and universities, to advise employees of higher education and professional development options
+ Oversee COTA's tuition reimbursement and loan repayment programs to include managing funds, notification of pre-approval/approval of selected courses and final approval/submission of disbursements to payroll
+ Oversee COTA's vehicle maintenance apprenticeship, pre-apprentice program, internship and work-based learning programs
At Minimum You'll Need:
+ Bachelor's degree in human resources management, education or related field
+ Six (6) years of experience developing and delivering learning programs in a professional environment to adult learners
+ Experience in workforce development is required
+ An equivalent combination of education and experience will also be considered
+ Leadership content design and e-Learning design experience preferred
+ Technical Trainer (CTT+) certification preferred
+ DDI certification preferred
+ National Association of Workforce Development Professionals (NAWDP) certification preferred
+ Knowledge of MS Office Suite and Learning Management Systems
+ Knowledge of SharePoint
+ Knowledge of e-Learning platforms and design
+ Self-motivated and highly driven to increase the knowledge of Team COTA
