Manager, Health Informatics

HealthPartners a Manager in Health Informatics. The purpose of this position is:

To ensure alignment between the customer’s decision support needs and the information provided.

To apply healthcare industry and data knowledge as well as technical experience to counsel, partner and consult with customers on their decision support needs and priorities.

To develop and integrate new methods and options for the extracting, analysis, display and delivery of data that transforms it into information to meet the ever changing and expanding customer and industry needs for decision support.

To lead, hire, train and coach analytical staff with very high level analytical and technical skills.

ACCOUNTABILITIES: 

Recruit, hire, train, motivate, and manage a staff of competent, professional programmer/analysts to maximize the value and effectiveness of information extracted form HealthPartners administrative systems. This includes responsibility for ongoing communication, facilitation and coaching of performance, performance evaluation and professional development.

Develop and sustain highly collaborative relationships with customers, including senior staff, medical leadership, and others, in order to:

understand the customer’s objective and decision making expectations for the information;

translate requests into actionable, meaningful information;

negotiate priorities and expectations;

educate customers on data uses and limitations;

enable customers to interpret the results

Lead the design, programming, development, and production of the information to be given to the customer, ensuring effective design and presentation to facilitate decision making, trending of data over time if possible, statistical validity and use of spread sheets and graphics software where needed. Ensure program accuracy that correct measures have been taken to deal with data incompleteness and /or accuracy.

Initiate the development of complex data sets and analysis that will provide customers with a comprehensive understanding of the issues being studied.

Manage team resources to meet multiple customer needs and expectations by consulting with customers to understand their objectives for needed information, triaging customers’ requests, assigning appropriate resources, problem solving, and removing barriers. This includes consulting that anticipates customer need and moves information into actionable decisions.

Communicate with customers, keeping them up-to-date on progress and providing early warning of potential delays. Recommend alternative process if findings/issues with planned analyses.

Provide significant business and use expertise to the design and improvement of production system business, applications and databases (administrative, clinical, web and mobile and care management), as needed, to support management information resources.

Develop and maintain working knowledge of the uses and capabilities of technical, analytical and visualization tools such as SAS, SQL, Tableau, Python, R etc.

Provide leadership to ensure HP continues to lead its industry in using analysis and measurement techniques and tools, including reimbursement and incentive strategies, and severity/case mix/risk assessment tools.

Serve as a resource for market-leading approaches and population health industry standards in care management analytics

Understand and use statistical process control and other continuous quality improvement tools and techniques in daily work. Foster the use of these tools and techniques in daily work. Foster the use of these tools among staff.

Provide leadership with identification and resolution of definitional issues in movement toward consistent and comparative reporting.

Actively participates in the creation, update and ongoing testing of business continuity and disaster recovery planning and preparation.

DIMENSION:

The Manager of Health Informatics has an impact on HealthPartners ability to use information in support of decisions and to know at any given point in time, the performance of key operational processes. The Manager also has an impact on HealthPartners ability to improve care and service and reduce costs. HealthPartners external image as a high quality care delivery system and health information resource is in part dependent on the Manager’s ability to lead their team’s development of comparable, meaningful performance measures.

 

The Manager is responsible for leading a staff of professionals and providing them with the vision, training and resources they need to perform their work and meet customer needs.

 

The Manager is responsible for the production of performance measurements for the largest consumer governed nonprofit health care organization in the nation - comprising 1,000,000+ members, a network encompassing hundreds of primary care, specialty, hospital, and ancillary provider relationships, and multiple product lines with complex audit and compliance regulations

REQUIRED QUALIFICATIONS: 

Skills: Developed leadership, management and consulting skills. Strong written, verbal and interpersonal communication skills, including the ability to translate complex technical information into a format that facilitates comprehension and action by the customer. Ability to translate customer needs into technical specifications for staff. Ability to interact effectively with senior management, operational management and physician leadership, consulting on decision support needs and presentation of projects. Ability to manage multiple tasks and resources in a rapidly changing end user computing environment, incorporating changes in production databases, end user databases and software. Ability to refocus and redeploy staff to accommodate changes in working environment.

Experience and knowledge: 5-10 years of experience in developing and using data for health care management. Prior experience in the development and implementation of complex data sets and interpretation methods to produce actionable information. Use of analytical tools and methods and essential industry knowledge such as DRGS, ETGs, risk adjustment, case mix, population health utilization measurement and total cost of care. Experience designing and implementing analysis tools for medical management and quality improvement. Strong skills in coaching of staff, with ability to foster team work and skill development. Knowledge of and training in the philosophy and tools of continuous quality improvement.

Education: Bachelor’s Degree in health care management, health informatics, statistics, mathematics, finance, business administration or other relevant program.

 

PREFERRED QUALIFICATIONS:

Skills: Advanced and well-developed leadership, management and consulting skills. Strong technical skills in data architecture and infrastructure design, strong analytical skills working with complex data and modeling and programming skills such as SAS, SQL, Python, R etc.

Experience and knowledge: 8-10 years of experience in health care field, particularly in areas related to data extraction and analysis, health information systems, performance measurement and management. Experience in health research setting. Familiarity with medical terminology. Experience serving as a consultant representing a technical field serving non-technical customers. Experience working with operational management and physician leadership.

Education: Master’s degree in health care management, statistics, mathematics, finance, business administration or relevant program preferred.

Managing the impact of constantly changing data sources to ensure ongoing validity of measurement algorithms and accurate results. Complex problem solving across multiple systems and departments.

 

DECISION-MAKING: 

The Manager will make decisions needed to serve customer needs. This includes prioritization and assignment of projects to staff and decisions required obtaining resources for staff to do their work.

 

The Manager functions independently within the focus of the team, and has the authority to make decisions within the parameters of the department’s annual objectives and budget. Decisions referred to the director would be those crossing team boundaries, requiring capital expenses or division approval.
