This position is full time, on-site, and in plant at our Carlsbald, CA facility. Must have a current and active Secret security clearance, and must have ability to obtain a Top Secret security clearance post-hire.

Job Summary: L3Harris is seeking a highly skilled and motivated Information Systems Security Manager (ISSM) to lead our team in Carlsbad, CA.  The ideal candidate will have a strong background in both Linux and Windows environments and will be responsible for maintaining and enforcing all Information System Security policies, standards, and directives to ensure confidentiality, integrity and availability of information systems processing U.S. government classified information. The position requires in-depth working knowledge of and experience with multiple government directives, i.e. 32 Code of Federal Regulation (CFR) Part 117 (National Industrial Security Program Operating Manual (NISPOM), Defense Counterintelligence and Security Agency (DCSA) Assessment and Authorization Process Manual (DAAPM), National Institute of Standards and Technology (NIST) Risk Management Framework (RMF), and comparable industry standards.

Key Responsibilities:

Establish, document, implement, and monitor the Information System (IS) Security Program and related procedures for the facility and ensure facility compliance with requirements for classified IS.Author and maintain documentation supporting the Assessment & Authorization (A&A) of assigned systems in accordance with the Risk Management Framework (RMF) under NISPOM; performssecurity control assessments as part of the systems’ Continuous Monitoring Plans.Obtain/Maintain NISP Enterprise Mission Assurance Support Service (eMASS) access in order to effectively manage all security authorizations for systems under their purview.Oversee configuration management of assigned systems; work and collaborate with IT organization to develop device and system hardening guides following DISA and NIST guidelines; audit systems to ensure maintenance of security posture integrity.Conduct periodic hardware/software inventory assessments as stipulated and required by governing directivesIdentify system security control shortcomings, develop POA&Ms, and work toward resolution.Serve as lead for remediating control deficiencies.Conduct, document, and report annual self-assessments.Maintain operational information security posture for systems, programs, or enclaves; investigate security incidents such as data spills, data integrity and malicious events; author and deliver security education training to range of audience levels.Manager and supervisory responsibilities for assigned Information System Security Officers (ISSOs). Coordinate with Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO) to ensure insider threat awareness is addressed and inherent within accredited information system programs.Ensure the development, maintenance and compliance to facility procedures governing:Marking, handling, control, removal, transport, sanitization, re-use, and destruction of media and equipment containing or exposed to classified information.Proper implementation of vendor supplied authentication features or security-relevant features.Excellent problem-solving skills and the ability to work under pressure.Strong communication and documentation skills.Strong understanding of network infrastructure and protocols.Effective communication skills, both written and verbal.Ability to prioritize and multitask in a fast paced environmentAbility to work independently as well as collaboratively in a team environment.

Basic Qualifications:

Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experienceActive Secret Security Clearance

Preferred Qualifications:

Top Secret clearance with a CI Poly.Experience with Risk Management Framework (RMF) and security compliance.Strong knowledge of Linux operating systems and associated hardware platforms.Experience with virtualization technologies and containerization.Familiarity with the Risk Management Framework and its application in securing IT systems.IA certifications in accordance with DoD Directive 8570 IAT Level III and IAM Level III (CISSP); CISSP, RHCSA, RHCE, CompTIA Security+, Linux+ or similar certifications.Experience with automation tools and scripting languages.Familiarity with virtualization technologies.Prior experience working in a defense or government contracting environment.Experience establishing and maintaining systems connected to classified government networks (SIPRNet, CNET, SDREN, AF7, etc.)Prior experience with JSIG\ICD Assessment & Authorization (A&A) process.

In compliance with pay transparency requirements, the salary range for this role is $122,500 - $227,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
