Job Summary
We are seeking a Senior Manager, Cost Control to drive financial and operational excellence on large, complex Department of Defense (DoD) programs. This role requires a deep understanding of financial management, Earned Value Management Systems (EVMS), cost control, and performance reporting to ensure program success. The ideal candidate will have a proven track record in leading cross-functional teams, implementing process improvements, and ensuring compliance with government financial regulations.
Roles and Responsibilities
·Oversee cost, schedule, and financial performance across multiple DoD programs.
·Implement and manage EVMS reporting structures, ensuring compliance with DoD and industry standards; Deltek Cobra implementation, internal/external reporting, and IPMR/IPMDAR development
·Partner with program management, finance, and contracts teams to drive budgeting, forecasting, and financial reporting excellence.
·Develop and present executive-level reports and performance insights to senior leadership and government stakeholders.
·Analyse program financial health, identifying risks and opportunities to enhance efficiency and profitability.
·Drive continuous improvement initiatives, streamlining processes for cost and schedule management.
·Ensure compliance with FAR, DFARS, and cost accounting standards (CAS) in all financial and operational practices.
·Lead and mentor teams in best practices for financial controls, EVMS, and operational performance optimization
Basic Qualifications
· Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
· Minimum 15 years of experience within large DoD programs.
· Active Secret Clearance Required
· Expertise in EVMS, cost control, and schedule integration for US Government contracts.
· Strong knowledge of DoD financial regulations, compliance standards, and reporting requirements.
· Proficiency in financial management tools (e.g., Deltek Cobra/Winsight, SAP, Microsoft Project, Microsoft Excel).
· Exceptional leadership, analytical, and problem-solving skills with the ability to influence and drive change.
· Excellent communication and presentation skills, with experience briefing senior executives and government agencies.
· Experience in leading teams through DCMA EVMS Implementation to include implementation of EIA-748 processes.
· Experience leading financial performance for ACAT I/II DoD programs.
Preferred Qualifications
· Masters of Business Administration with an emphasis in Finance.
· COBRA Certified Professional; experience with multiple EVM Tools (Cobra, PM Compass, MPM, Winsight, etc.),
· Ability to obtain a Top-Secret clearance preferred.

Salary Range: $152,145 - $228,160
The salary range posted is for Maryland. The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
