Job Description Summary:
The Market Compliance team (“Compliance team”) is responsible for second line of defense compliance risk oversight, management and reporting across PayPal Europe (Legal Entity). The team is part of a consolidated company-wide second line, which is independent and organisationally separate from PayPal’s business and centralised organisations.Job Description:
The Compliance team’s responsibilities in relation to PayPal Europe include:
Overseeing regulatory compliance riskDeveloping and maintaining a policy to ensure all relevant regulations are implemented and embedded in the organisation Developing monitoring and testing initiatives to ensure adherence to policy requirements Providing subject matter advisory expertise to support the business and centralised organisations in executing the requirements of the programme and managing risks Providing effective challenge to the business and centralised organisations Support compliance risk assessment exercises and, Ensuring PayPal Europe fulfills its regulatory reporting mission (compliance information, aggregated risk views, and risk-related matters).Besides the general objectives described above, you will support the Head of Compliance Operations EU/EEA to deliver core oversight activities critical to ensuring the Bank is able to demonstrate compliance with its regulatory obligations. The deliverables and key activities are further described below.
Deliverables and key activitiesManagement of PayPal Europe EU/EEA region (so called ‘’PPEU’’) Regulatory Compliance operational processes, focusing on the management of Major Incident Reporting to relevant authorities and schemes. DORA major incident reporting is in-scope for the job.Supporting the Legal Entity’s needs surrounding documentation including managing Compliance related Policies and Program procedures, assisting in policy refresh, documentation of procedures.Supporting the oversight and monitoring of Second Line Testing activities with impact to PPEU, including engagement and advice to stakeholders for appropriate and timely completion.In collaboration with the Regulatory Relations team, providing support in preparation and response to regulatory requests and inspections.Contributing to existing internal and external reporting exercises. Jointly with the PPEU FLOD Regulatory Reporting officer, support the development of any new / additional reporting that is needed.Developing and preparing Management information materials for the Compliance Program and the associated governance of the Bank e.g. Authorized Management Meetings, OCRC and ARCC committees.Monitoring issues with impact to the Compliance Program and ensuring appropriate follow-up and escalation as needed.Supporting internal and external audit excercises and remediation of related actions.Analysing and providing input on improvement areas to better support the Compliance program and overall PPEU Compliance function.Building and maintaining solid working relationships with the first line business owners responsible for delivering core regulatory obligations, including coordination with PayPal Europe’s Business Risk & Control Lead (BRCL) team and global teams such as Customer Services, Executive Escalations and Regulatory Incident Reporting Program (RIPT) Team.In collaboration with Affiliate Services and BRCL, monitoring that the Legal Entity (with support from global teams) receives services and solutions that fulfill compliance regulatory obligations in line with agreed Service Level Agreements.In cooperation with the SLOD Payments Oversight function and with the BRCL team in charge of issue management; promote and contribute to timely recording and remediation of any PSD2 related issues and gaps and keep updated on the overall status.Keep abreast of regulatory changes and technological developments relevant for the Bank.Developing training materials and educating PPEU employees on relevant Policies as required.Experience:
Bachelor’s degree or equivalent.3-5 years of Audit, Risk, Compliance, Regulatory, banking or similar experience.Robust knowledge of Lux regulatory framework for regulatory compliance applying to banks, including key obligations in relation to Complaints Management and Major Incident Reporting.Experience in managing regulatory compliance risks in the financial industry.Navigating well within a three lines of defense model to identify and address compliance risk matters.Experience in regular management reporting and presentations to internal stakeholders.Capabilities:
