Management program analyst and advisor to the management team in evaluating data, processes, and procedures to determine the effectiveness of the IHS health information technology (HIT) related to program operations, management, and organizational efficiency and productivity. **Essential Functions, Responsibilities & Duties may include, but are not limited to:** **Project Analysis, Assessment, and Planning:** + Conducts evaluations, surveys, and studies regarding Health Information Technology policy, and applicable software change requests to be delivered to agency governance bodies for consideration and determination of agency-wide technology implementation. + The subject matter is typically of major scope and complexity, requiring detail on clinical and business implications and policy assessments for the determination of agency-wide impacts, consequences, outcomes, and return on investment. + Gathers and analyzes information, develops solutions and recommendations with actionable steps to improve organizational processes and optimize change resulting in continuous technology improvements. + Evaluates organizational performance, identifies areas for improvements and provides recommendations to enhance program operations. + Analyzes and identifies program needs, works through complex issues, and provides solutions to critical tasks to meet high-priority deadlines. + Identifies program deliverables and performance reports to evaluate the effectiveness of the organization and operations. + Analyzes and develops key performance indicators to gauge the success of the organization in reaching specific goals and objectives. + Analyzes and evaluates qualitative or quantitative criteria for the effectiveness of HIT program operations in meeting established goals and objectives. + Analyzes new or proposed legislation or regulations to determine the impact on program operations and management. + Analyzes, develops, and maintains program evaluations, plans, and procedures. + Conducts studies of employee/organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods, and procedures. + Analyzes and evaluates program functions and activities being considered for conversion to contract operations. + Identifies resources (staff, funding, equipment, facilities) required to support varied levels of program operations. + Analyzes and evaluates proposed changes in mission, operating procedures, and delegations of authority. + Elicits and analyzes stakeholder needs to develop requirements and requirements of management plans and defines guidelines and procedures to meet stakeholder and program needs. + Utilizes various techniques and principles to develop a thorough understanding of HIT program needs and functions related to program operations and sustainment. + Identifies IT program governance issues and problem areas, conducts preliminary analyses to determine the nature of issues, and proposes improvement efforts and courses of action to improve HIT program services. + Collaborates and plans with Partners, Project Managers, and Governing boards to support all stages of the enterprise project lifecycle as applicable to project communications by providing draft language for project plans, business needs statements, and supporting artifacts. + Identifies resource requirements, estimates timelines, recommends task assignments to team members and reports progress. **Procurement & Acquisition Planning:** + Develops, reviews, evaluates, and provides statements (scope) of work for proposed procurements. Defines Technical and managerial requirements and approaches, acceptance plans, and criteria with detailed descriptions of deliverables, schedules, and prices. + Develops overall projections of IT requirements for HIT solutions through field surveys, telephone contacts, mail/e-mail surveys, and technical and statistical data reviews. + Evaluates overall plans and proposals for major IT projects and equipment. Coordinates with respective offices to ensure that findings, determinations, and recommended systems consider present and future requirements. + Assists in preparing and approving solicitation documents for distributed information technology, and the technical evaluation of information technology and services offered by the general information technology community. + As a representative of the program office, under delegated authority, may perform as a Contractor Officer Representative (COR) during the post-award administration of an assigned contract(s) to monitor the contractor's technical progress and task orders, and provide technical guidance to government contractors as specified in the contract. + Establishes quality assurance standards and delivery requirements, ensures compliance with all contract clauses, administers technical aspects of the contract, such as reviewing invoices for payment, corresponding directly, holding conferences, and conducting on-site visits with the contractor, approves all technical data submitted by the contractor, as pertinent, coordinates and provides feedback to the Contract Officer Representative and Contracting Officer. + Develops acquisition program requirements, ensures competitive sources are solicited, evaluated, and selected, and the price the government pays is reasonable. **Communications (Presentation and Documentation):** + Develops and conducts presentations and technical briefings for Stakeholders, Program Management, and OIT leadership. Presents project status briefings and recommendations concerning long-range information resources management plans to top-level management. Performs other administrative tasks required by the contract and provides feedback to the Project Officer. + Perform other duties as assigned. **Working Environment & Conditions** This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs.
