Summary You will serve as a Management and Program Analyst in the Naval Petroleum Office (NPO), Business Support Division of CNSSC OPERATIONAL SUPPORT FIELD. Responsibilities You will oversee, support and interface with all Naval Petroleum Office (NPO) divisions for business, financial, administrative, human capital, and program management matters. You will be responsible for all incoming and outgoing official correspondences, Situation Summaries (SITSUMs), as well as editing products created by others to help prepare them for official release. You maintain and help develop Naval Petroleum Office (NPO) policy, guidance, and procedures. You will ensure plaques and plates are engraved and presented to the winners for the Naval Fuel Management Recognition Program. You will ensure all mandatory training requirements are communicated to Naval Petroleum Office (NPO) personnel. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of Management and Program Analyst experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector overseeing and supporting the business, financial, administrative, human capital, and program management matters of a Naval Petroleum Office (NPO). I have mastery level knowledge in Microsoft Office programs and can communicate both orally and in written, to incorporate DoD, DON, and lower-level policy, guidance, and procedures covering branding, style, instructions, agreements, and correspondence to monitor and facilitate incoming and outgoing official correspondence, work products, and interactions. Examples of specialized experience must include the following: 1) Understanding of Naval and DoD petroleum logistics management sufficient to plan and conduct analytical studies that provide managers with advice and recommendations for improvement and implementation; 2) Preparing and clearly presenting findings, resolving controversial issues, and selling new ideas and concepts to be able to initiate, organize, and run meetings; 3) Conducting studies and coordinating a variety of actions to develop plans of action and milestones to effectively monitor and assure logistical support; 4) Applying extensive knowledge of laws, policies, regulations, procedures, and precedents applicable to Naval and DoD Petroleum logistics management. GS-11 Your resume must demonstrate at least one year of Management and Program Analyst experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector supporting the business, financial, administrative, human capital, and program management matters of a Naval Petroleum Office (NPO). Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree that is directly related to the position being filled.
