Summary This vacancy is for a GS-0343-13, Management and Program Analyst (CYBER) located in the Department of Homeland Security, U.S. Coast Guard, C5ISC INFRASTRUCT SECURITY SERVICES BRANCH in Alexandria, VA. Responsibilities You will serve as a Management and Program Analyst (CYBER) and be responsible for developing, implementing, and evaluating programs and processes to ensure the C5ISC delivers technical solutions to meet customer needs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Provide analytical budget and planning functions, procedural development and implementation, on a wide range of programs or systems within the organization. Work with and serve as an advisor to senior level and top management officials on Information Technology (IT) financial planning processes, critical infrastructure, monitoring schedules, and cost of information systems. Support leadership in articulating and communicating assignments, projects, problems to be solved, actionable events, milestones, or program issues under review, and deadlines and time frames for completion. Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives. Participate in the coordination of Resource Proposals or financial reprogramming actions for organizational systems as required to meet changes in requirements. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. Qualifications To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Familiar with ALD Finance and Budget System (FBS), developing spending plans, developing Life Cycle Cost Estimates (LCCE), and generating reports. Coordinate, communicate and plan with key stakeholders for the development of quarterly and annual Program Planning Conferences (PPC). Analyze and track Lifecycle Cost Estimates (LCCE) for information systems. Review, analyze and distribute monthly Financial Analysis Reports (C-FAR). Communicate, track and monitor key projects for various area. Coordinate and participate with leadership, staff, and Business Case Managers on annual budget planning and Life Cycle Cost Estimate Planning (LCCE). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level.
