Summary You will serve as a Management & Program Analyst in the Public Works Department of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time. Responsibilities You will perform research tasks to obtain a variety of cost, schedule, and performance data. You will conduct or participates in cost comparison/benefit studies of current or projected programs; develops lifecycle cost analyses of projects. You will define the corporate business processes that outline the planning, development, and deployment of utilities initiatives into new construction and major .renovation projects. You will develop metrics that enable better prediction of outcomes, and highlight process improvement data systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Ability to review best management business practices in operation and maintenance of navy shore utilities infrastructure and outline the planning, development, and deployment of utilities initiatives into new construction, sustainment, restoration, and modernization projects. 2. Collect, review, evaluate, and interpret data for metrics development, and analysis of utility services determining resource requirements.3. Provide management support in the areas of utilities cost analysis, annual and long range fiscal planning, and optimization of major maintenance and asset management.4. Prepare, document, validate and present recommendations to the UM division director.
