Summary About the Position: Works as a program analyst in Programs Management Branch, PPMD. As a program analyst, is responsible for providing program execution and financial management review, analysis, and advice to the Branch Chief on the status of District's program execution and performance, for its Military Construction and Inter-Agency Support (IAS) programs. Responsibilities Serves as primary point of contact on any funds management issues related to military design and construction. Serves as liaison between user and higher headquarters or Major Command for funds management and control activities. Complies with fiscal and program guidance and regulations. Incumbent is responsible for preparation, review, analysis, and oversight of program execution and fiscal performance indicators, and other materials used by customers in their monthly Financial Management Review and District Program Review Boards. Performs specialized reviews and analyses of program execution, and financial status of all programs, and makes comparative analyses. On occasion, will be required to exercise financial management of design and construction authorizations, appropriations, and activities on specific projects or programs from start to fiscal completion. Specialized Experience: One year of specialized experience which includes: Analyzing project plans and budget funds to ensure compliance and adequacy; AND 2) preparing and presenting a budget or manpower submissions consistent with all interests which meet short and long-term financial and manpower objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Planning and Evaluating Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
