The primary purpose of this position: To serve as the HR Program Advisor (Workforce Management) for the Joint Task Force- Civil Support (JTF-CS), performing a variety of manpower and personnel functions involving the formulation, execution, and analysis of manpower succession plans and manning analysis studies for the requisition of both military and civilian positions. Responsibilities Serves as subject matter expert for JTF-CS civilian personnel programs to include, staffing, classification, position management, employee/labor relations, performance management and civilian workforce planning. Provides program oversight, assessment, and consultation services for civilian HR programs. Provides interpretation on civilian personnel matters related to personnel policies, procedures, rules, entitlements, and related actions. Responds to numerous complex questions and issues from senior leadership requiring research of various DoD and Air Force instructions to determine the best course of action and ensure compliance. Serves as the JTF-CS advisor for military and civilian personnel manpower programs. Responsible for the Strength Management of the Command's U.S. Army, U.S. Air Force, U.S. Navy and U.S. Marine Corps, Civilian and Active Component billets on the JTD, and Reserve Component billets documented on the command's Joint Table of Mobilization and Distribution (JTMD). Prepares briefings, talking papers or reports to keep the Director apprised of manpower and personnel requirements and requests for manpower and personnel actions. Performs analytical and evaluative work related to program operations and management organizational efficiency and productivity plans. Studies range from comprehensive to special interest studies of specific problem areas identified by the command group, directors, or higher headquarters. Assignments encompass analytical, evaluative, and advisory work in a wide variety of procedures, organizations, functions, and programs in the professional, technical, and administrative fields. Participates in all-hazards incident DSCA and CBRN Response Enterprise operations. During incident response and deployments to a CBRN consequence management incident area, assumes responsibility for the coordination and tracking of military and civilian forces at the Joint Personnel Processing Center (JPPC). Provides personnel statistics for required reporting information to higher headquarters. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of organizational command structure missions, programs, and functions, and organizational relationships. A wide range of analytical studies and provide advice and analysis on reorganizations and realignments, recruitment or downsizing strategies, and coordinate various programs and reporting requirements. Knowledge of manpower and human resources sufficient to evaluate and make recommendations concerning overall plans and proposals for complex organizational projects and to develop, interpret, and analyze data extracts in order to assess mission requirements. Knowledge of manpower strategic planning, programming, and budgeting regulations, guidelines, and processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Joint Task Force Civil Support (JTF-CS) mission and functions as related to personnel issues in fulfillment of established mission program goals and objectives. Knowledge of data analysis and visualization techniques to present Human resources and manpower trends and manning readiness to the Director and senior leaders. 2. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. 3. Knowledge of a wide range of manpower and personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices. Ability to communicate effectively both orally and in writing. Expresses information effectively considering the audience and the nature of the information, makes clear and convincing oral presentations; listens effectively, clarifies information as needed and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience. 4. Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process. Knowledge of organizational structures, missions, objectives, operating programs, key functions, and administrative/protocol policies and procedures. 5. Skill in conducting reviews and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to establish and maintain effective relationships with senior staff both internally and externally in order to assist managers in identifying causes and solutions to civilian human resource problems and to effectively counsel employees on Command employee training programs and policies. Considerable tact and diplomacy are required. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. Certification of medical readiness is required for pre-employment and annually as a condition of employment. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. Any condition that would cause the employee to be a hazard to him/her or others is disqualifying. The incumbent must immediately report any significant changes in health status and/or medication requirements to their supervisor. The theater commander may specify theater unique medical/physical TDY criteria for supportive operations outside of the immediate area affected by disaster. Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short-or-no recall to duty during exercises, crises, or contingencies. 8. Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more. Education ADDITIONAL CONDITIONS OF EMPLOYMENT: Operational tasking for supported operations may expose incumbent to hazardous and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
