The primary purpose of this position is to The primary purpose of this position is to provide the Flight Chief information needed for assessment, guidance, and direction in managing the maintenance production support process and understanding the impact on supportability and execution of schedules. Responsibilities Plans and conducts a variety of studies to review and evaluate the effectiveness/efficiency of substantive program operations and their interrelationships within the depot maintenance organizational structure. Performs manpower and organizational studies covering production support functional/operations/workloads. Develops various plans of action to accomplish production support near term and long-range requirements. Serves as internal auditor for production support operations and serves as liaison to external audit agencies. Prepares reports and provides briefings on study findings to all levels of involved management, contractors, programmanagers, and external audit agencies. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying basic principles, concepts, and techniques towards basic principles; following guidelines and procedures of application; assisting in the planning of studies and projects; preparing written correspondence such as reports/letters. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: One full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of transcripts. ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Planning and conducting a variety of studies to review and evaluate the effectiveness/efficiency of program operations. Interpreting and adapting guidelines in order to resolve issues; searching technical literature, reports, and other reference material to locate information; developing reports and briefings; preparing and coordinating reference papers and documentation; performing analysis and providing recommendations to resolve issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or LL.B. or J.D., if related. ORCOMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes conducting manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant services to improve mission effectiveness, resource efficiency, and resource savings. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of the major issues program goals and objectives, work processes and administrative operations of the production flight organization to plan and perform studies. 2. knowledge of overall structure contents internal and external interfaces, updated procedures and use of automated maintenance systems and databases. 3. Ability to analyze problems and to develop timely and economical solutions. 4. Knowledge and skill in applying qualitative and quantitative techniques for the analysis and measurement of the effectiveness, efficiency and productivity of the organization's administrative and technical program operations, carried out by personnel in the areas of supply, budget, maintenance and production. 5. Ability to maintain good working relations. 6. Knowledge of safety and health practices and established policies and procedures. 7. Knowledge and skill is required in adapting analytical techniques and evaluation criteria in the development of new or modified work methods, organizational structures, management processes, guidelines and procedures. 8. Knowledge of policies and procedures for requisitions and issuing equipment and supplies. 9. Ability to develop, prepare, coordinate, staff, and implement management policies, procedures, programs, and directives. 10. Ability to communicate effectively, both orally and in writing.
