Management Analyst
Summary This position is in the Information Technology organization within Office of the Chief Information Officer (OCIO) (J), Bonneville Power Administration (BPA), Department of Energy (DOE). The purpose of this position is to serve as a senior analyst and project manager responsible for planning, organizing, conducting, and leading projects, studies, and other initiatives to determine and improve the efficiency, effectiveness, and productivity of BPA programs, systems, and processes. Responsibilities As a Management Analyst, you will: Serve as a senior analyst and project manager responsible for planning, organizing, conducting, and leading projects, studies, and other initiatives. Analyze and recommend methods for enhancing the efficiency and effectiveness of programs and procedures. Serve as a subject-matter expert regarding policy development, changes or updates to existing policies and procedures. Guide and participate in the development and implementation of business metrics, plans and processes. Perform a full range of project management functions for assigned projects, studies and analyses. Perform as a Contracting Officer's Technical Representative (COTR). Lead or participate as a technical expert in committees and working groups for resolving critical problems in existing BPA- and DOE-wide programs. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as: Experience 1) performing a full range of program and project management, for IT projects and policy initiatives; 2) serve as a senior analyst responsible for planning, organizing, conducting, and leading projects, studies, and other initiatives; AND 3) provide advice, counsel, guidance, presentations or briefings to management, staff and senior executives on all aspects of assigned projects. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
