BACKGROUND:
In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari camp) refugees and urban-based refugees as well as vulnerable Jordanian host community, in coordination with the humanitarian community and the Government of Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.
JOB OVERVIEW
The Logistics Officer (Assets & Inventory) as an integral member of the Supply Chain Department holds primary responsibility for inventory, asset, properties and warehouse management. The Logistics Officer also has the responsibility of managing the pharmaceutical/medical transit warehouse with efficient coordination including the standardization of GSC SOPs and good warehousing practices.
1. Materials Receiving and Dispatch
- Manage and document materials receiving process (handling, storage)
- Inspection of materials during dispatch and up to date documentation
- Liaise with the Supply Chain Coordinator and Supply Chain Departments and advise Program of potential inventory shortages and provide update on stock level
- Organize a cold chain or temperature-controlled system and ensure “keep-cool” items are handled appropriately
- Manage & implement GSC SOPs on Pharmaceutical inventory management.
- Manage all Contribution in Kind (CIK) and Closed Grant Inventory, in coordination with relevant program department.
- Manage the organization of the replenishment of field Drugs Warehouse, from the medical transit warehouse as need arise based on an approve requisition.
2. Warehouse Documentation
- Manage the update of stock cards, bin cards and inventory system regularly
- Manage & implement standard warehouse documentation processes ie. Delivery Report, Waybills, Store Release, Bin Cards, Stock Cards.
- Make sure that the Warehouse activity book recording (ie. Warehouse Register) for all outgoing and incoming receipts and activities is being updated regularly.
- Manage & Ensure Warehouse Authorization Schedule is up to date and displayed
3. Warehouse Controls
- Participate and produce accurate report for Year End Counts exercise
- Fully participate in 20% inventory cycle count for all stock kept in the warehouse(s)
- Conduct internal inventory checks and keep records of all records including cycle count
- Implement (FIFO, FEFO, LIFO) procedures for goods in the warehouse.
- Ensure Warehouse is restricted to visitors with appropriate signs display in strategic location
- Manage casual laborers in the warehouse
4. Warehouse Safety
- Implement, manage and ensure clear safety procedures.
- Ensure the maintenance of warehouse building(s), fittings and equipment.
- Ensure warehouse is regularly fumigated against pest, rats, rodents etc.,
- Maintain and service fire extinguishers regularly
5. Asset and Property
- Manage and ensure that all assets are controlled and manage properly in accordance to IRC’s and/or donor-specific polices.
- The implementation and/or maintenance of standard IRC assets management policies and procedures.
- Manage the update of the Asset register, Asset inventory list and expendable store inventory list and produce monthly reports.
- Work closely with Supply chain Coordinator for Asset disposal including Auction, transfer, donation etc. process management.
- Dispose IRC asset as per Donor regulation and approval, with reference to the organization policy.
- Visit field offices for asset inventory (physical count) during report period.
- Pull out updated asset list for end of grant report and develop assets running cost analysis
6. Reporting
- Inventory and Asset reports to Supply chain coordinator by 2nd of every month and on a periodic as per donor regulations for Asset.
- Support with developing and updating of warehouse material distribution plans as required.
