Logistics Management Specialist
Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Surface Acquisitions Logistics Center, Baltimore, MD. Responsibilities This position is located within the IBNSC Division at the Surface Acquisitions Logistics Center (SALC). The IBNSC Division provides integrated logistics product development and support to the Programs within CG-932, sustainment organization Product Line personnel, and is the transition agent between acquisitions and sustainment. The Icebreaker and National Security Cutter Division has three primary functions: 1. Support the Acquisition Directorate Surface Program in the delivery of logistics capabilities and requirements to include all elements of product support. In developing quality Integrated Logistics Support (ILS) products, manage schedule and resources to achieve establishment of a product support baseline aligned to transition requirements for newly acquired surface assets to the fleet. Collaborate with stakeholders to plan for, develop, and establish the Transition to Sustainment criteria to achieve asset transition to CG sustainment organizations. 2. Support the acquisition Program Managers (PMs) with the planning and execution of logistics requirements to include design, test, production, configuration, maintenance, and supply activities necessary to develop, prove, operate and maintain Surface Capability that achieves required Operational Availability within cost objectives. 3. Ensure each Asset acquired, applies standard systems engineering and integrated logistics processes governing life cycle support. The incumbent performs work involved in developing and implementing product support strategies, as well as logistics product development and support programs for Surface Acquisitions. Typical work assignments include: Develop, establish, and implement agency-wide logistics policies and programs to ensure the Coast Guard receives supportable equipment, for all missions. Support the Acquisition Directorate Surface Program in the development of logistics documentation. Conduct research and studies to identify the logistics program impacts and resource requirements of designated new, revised, or proposed programs or projects. Identify existing or potential delays, problems, issues; and formulate alternatives for new initiatives. Research and studies may involve technical issues such as: design influence, maintenance planning, technical data, and support (test, measurement, diagnostic) equipment. Ensure policies, procedures and toolsets are coordinated and consistently implemented throughout development, documentation, and implementation of repeatable business practices that emphasize commonality across domains. Plan and manage execution of Acquisition Logistics to ensure all elements of logistics are addressed in a standardized manner and meet USCG objectives, as well as program performance thresholds. Assist Acquisition Program in the development of Life Cycle Cost Estimates (LCCE) and the management of the logistics program to ensure LCCEs are met. Works closely with contractors, industry partners, program managers, and subject matter experts in an Integrated Product Team (IPT) environment to analyze and define activities and support efforts required to achieve support objectives and milestones. Assist in establishment of and adherence to sound configuration management practices. Work closely with Acquisition Project personnel to coordinate the design, development, and/or integration of related logistics elements while providing guidance on the management of associated risk in accordance with the Risk Management Plan. Drive implementation of USCG ILS strategic goals and objectives and assist with the design of a supporting ILS architecture that addresses all validated ILS requirements across all Surface programs. Specialized Training Required: Successful completion of: - Department of Homeland Security Life Cycle Logistics (LCL) level III certification. (Life Cycle Logistics Level II is required within first year of appointment.) - Department of Homeland Security Program Manager (PM) Entry level certification. - Department of Homeland Security (DHS) Contracting Officer's Representative Level III training in accordance with the DHS Management Directive (MD 0780.1) Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. Qualifications SPECIALIZED EXPERIENCE: To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include all of the following: 1. Mastery of advanced concepts, principles, and practices in the supply support field of logistics management and (ILS) management and operations. Knowledge of the acquisition process; budgeting process; and practical engineering and Coast Guard command structure, missions, and programs; and skill to participate in ILS programs. 2. Possess a wide range of qualitative and quantitative methods for assessment and improvement of logistics program effectiveness or the improvement of complex logistics management processes and systems. 3. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important logistics management operations. 4. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. 5. Skill to plan, organize, and conduct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
