Logistics Management Specialist
Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Responsibilities Performs as a multi-functional Logistics Management Specialist in a variety of logistics management functions and primary interface on all logistics requirements critical to the Regional Cyber Center. Manages the non-expendable, durable, and expendable IT and installation property and supplies, establishes and maintains primary and sub-hand receipts; meeting and coordinating logistical actions with the sub-hand receipt holders. Receives, issues and turns-in excess property, which will require lifting of equipment; inspects RCC areas for compliance with regulations pertaining to property and logistics management. Coordinates and integrates such logistical functions as property accountability, logistics automation (GCSS-A), Acquisition (GFEBS), supply management, Government Purchase Card (GPC) holder, transportation management, and facility work orders. Evaluates Common Tables of Allowances, Tables of Distribution and Allowances reflecting current and projected requirements. Serves as the organizational Command Supply Discipline Program Coordinator and advises the command with regulatory compliance regarding logistics operations. Briefs the Division Chief and RCC leadership on program status and recommends actions and initiatives to enhance logistics management efficiency and effectiveness. Plans resolutions of logistics management issues and assures adequate support for all elements of the RCC. Assesses the policies governing logistics program requirements, recommends changes to the program as appropriate. Specialized Experience: Must have at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience would be demonstrated by knowledge of general logistical requirements and actions to a specified mission, including a high degree of knowledge of property accountability, inventory management, budget, and logistical services functions sufficient to evaluate circumstances and resolve issues when there are conflicting requirements. Knowledge and skill in applying a broad range of supply, contracting and purchase programs and systems which include Global Command Supply System - Army (GCSS-A), Army Enterprise Systems Integration Program (AESIP), Force Management Systems Web (FMSWeb), and General Fund Enterprise Business System (GFEBs) sufficient to apply analytical techniques and evaluative methods to issues or studies concerning the efficiency and effectiveness of program operations, including substantive administrative support functions (i.e., Tables of Distribution and Allowances maintenance, reports of survey etc.). Knowledge of Department of Defense (DoD), Department of the Army, and governmental logistics structure and policies with the ability to analyze problems and apply sound judgment in assessing practical applications and finding solutions. Knowledge of pertinent regulations, policies, procedures and business practices of supply programs to provide authoritative interpretations and guidance to management officials which will impact service of the RCC throughout the Region. Education For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.
