The primary purpose of this position, LOGISTICS MANAGEMENT SPECIALIST, is to work with the Supply Chain Operations Wing and Global Management Office with Wing/Installation Support Agreement Manager and be the BEAR focal point for the War Reserve Material (WRM) program. For more information about ACWA including covered series and grades go to https://www.opm.gov/faqs/topic/assessment/index.aspx?cid=1e3d1ba5-11cf-48c5-8b18-2dff8ea28536 Perform studies, analyze data, prepare plans, reports, agreements, track action items, monitor support effectiveness with respect to logistics program management, and provide briefings to management when necessary. Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participate in special logistics related operation projects and initiatives and perform special assignments. Identify the need for special projects and initiates milestones and goals. Represent the organization with a variety of installation and functional area organizations. Establish, develop, and maintain effective working relationships. Submit recommendations for program adjustments and resolves potential/existing problem areas. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GENERAL EXPERIENCE: Applicant must have three years of progressively responsible general experience, one year of experience which is equivalent at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is described as Work with the multiple offices with Wing/Installation Support and be the focal point for the program. Assist with readiness requirements for mobility, reception, war and contingency plans. Responsible for development, execution, and administration of support agreements for host installation and tenant units. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combinations of successfully completed qualifying education and experience that may be used to meet total experience requirements. Education in excess completed a bachelor's degree or higher may be used to qualify applicants for the NH-02 level and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
