Your Impact
Responsible for overseeing the operations of:
(1) capitalized or non-capitalized bulk fuel storage (above ground or underground steel tanks, fabric tanks and tactical systems) and distribution services (ocean tanker loading and unloading, storage terminals, pump stations, pipelines, hose lines, class III supply points, tank vehicles, and rail tank cars) in support of operational requirements.
(2) retail fuel points to include, but not limited to petroleum, hydrogen, natural gas, propane, coal, and alternative fuels to include retail fuel storage systems incidental to operating the retail fuel point, mobile retail fuel systems when required in support of ground, ground support equipment, rail, aviation, watercraft operations.
Responsible for the receipt, storage, internal handling, and shipment of petroleum products Manage the operations and maintenance of bulk and retail petroleum storage service tank systems, receipt headers, fill stands, direct aviation fuel servicing, direct retail ground fuel servicing, retail service stations (manual/automated), and the maintenance and upkeep of facilities, environmental systems, and grounds maintenance. Interface with the operational activities at the location to maintain excellent communications with regard to upcoming exercises, logistical maneuvers, and other activities to ensure contractual requirements are met. Ensure assigned personnel are properly trained and meet qualifications to competently perform their duties. Orient new personnel with regard to internal personnel requirements (i.e. timekeeping, LBS policies, etc.), job specific duties, and location specific policies. Plan and schedule site activities to optimize resources and facilities to meet the Performance Work Statement specifications. Prepare and submit reports or other verifying documentation as required for both local contract requirements and VGS requirements. Ensure that personnel maintain required safety training and perform their functions meeting prescribed safety standards, maintaining compliance with contract language. Document as required. Perform all necessary supervisory functions to effectively and efficiently manage the workforce assigned, communicating performance expectations, areas of accountability, training requirements, and feedback to employees on a regular basis. Understands and abides by the standards set forth for ethical behavior and integrity as detailed in the Code of Business Conduct. Performs all other duties prescribed by corporate management.Who You Are

Passport must have a minimum of 6 blank pages prior to OCONUS mobilization. Must satisfy the USARPAC Force Health Protection Guidance medical requirements for INDOPACOM prior to OCONUS mobilization, must be able to maintain a Medically Qualified (MQ) rating on an annual basis. Must be CAC eligible and able to gain and maintain authorized entry onto US military installations.To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. Hands on experience in bulk and retail fuel storage and distribution/facilities, mobile (aviation/ground) fuel servicing equipment, direct aviation/retail fuel servicing equipment, quality surveillance of aviation and ground fuel products, aviation and ground fuel inventory, accounting and administration. Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and understand basic drawings, blueprints, and system specifications is also required. Must have excellent communication skills, both written and oral, and be able to effectively and tactfully communicate with many levels of personnel in a variety of environments. Must be able to tactfully navigate delicate situations with finesse and sensitivity. Must be detail oriented with a strong sense of motivation and drive to constantly perform at a high level of expertise. Fluent English reading and writing skills to be able to read and understand guidance for day-to-day work requirements. Maybe required to maintain a US Government Security Clearance.The Fuel Manager shall have a minimum of five years of supervisory experience gained within five years prior to the contract start date. Three years of experience shall have been supervisory training in bulk and retail storage, aircraft and ground fuel servicing operations with an emphasis in equipment inspection, operation, maintenance, inventory management, and environmental compliance. Two years may be general supervisory experience. Education may be substituted for all specialized experience. In order to substitute education for specialized experience, the minimum requirement is a master’s degree in petroleum, industrial or business-related fields. The Fuels Manager should also be experienced in all quality surveillance testing with a working knowledge of MIL-STD- 3004 requirements. Manage the operations and maintenance of bulk and retail petroleum storage service tank systems, receipt headers, fill stands, direct aviation fuel servicing, direct retail ground fuel servicing, retail service stations (manual/automated), and the maintenance and upkeep of facilities, environmental systems, and grounds maintenance.
