Summary About the Position: This is a permanent position with Humphreys Engineer Support Activity Center (HECSA), Executive Office, Library Operations located at 7701 Telegraph Road in Alexandria, Virginia. Responsibilities Serves as librarian in charge of reference and outreach programs for Humphreys Engineer Center Support Activity (HECSA) at the HQ/HECSA Library. Demonstrates professional knowledge of library outreach technologies and methods and management of digital content of library's research databases. Aids in the provision of access to and preservation of historical collections and enables Corps offices, other Federal offices, and the general public to locate and view content by and about United States Army Corps of Engineers (USACE). Provides comprehensive reference research services to serviced organizations, HQUSACE, Office of History, Institute for Water Resources (IWR) staff, other USACE and Federal employees and general public. Applies knowledge and expertise to locate information, often of a specialized or technical nature, from a wide variety of published and unpublished sources both inside and outside the scope of the library's collection. Leads HQ/HECSA Library reference team and functions as the library's technical point of contact for all reference or research needs with customers and vendor contracts. Serves as the library's authority in the use of the library research databases and interactions with library website and library management system (LMS) modules. Additional information about transcripts is in this document. Basic Requirement for Librarian: A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as authoritative technical expert and performing the full range of library functions including outreach, reference, acquisitions, cataloging and classification, library policy development, collection development and circulation; applying a wide range of information tools including research databases, online discovery systems, indexing techniques, serials control programs, automated Library Management System(s); and educating and training staff and customers on research and library services available. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
