**Job Description**

**Marketing Statement:**
Metro is seeking a Learning and Development Specialist for their Human Capital and Performance Team. The Learning and Development Specialist is a pivotal strategic role dedicated to designing, implementing, and managing a comprehensive learning and development program that aligns with the organization's business objectives and fosters a culture of continuous learning. This specialist collaborates with various stakeholders to conduct training needs assessments, develop engaging and effective learning solutions, and evaluate the impact of these initiatives on employee performance and organizational success. The specialist ensures the delivery of high-quality training and organizational development initiatives.
In addition to these responsibilities, the Learning and Development Specialist designs and develops initiatives using a variety of learning methods, including in-person and virtual seminars, workshops, and individual training sessions. They work closely with subject-matter experts and vendors to create training programs tailored to the organization's needs. The specialist also delivers learning initiatives such as facilitation, webinars, and learning circles, while staying abreast of new trends and approaches in the learning industry. By conducting in-depth client needs assessments, they identify gaps between current and desired performance levels, championing a culture of continuous improvement and learning within the organization.
**Minimum Qualifications**
**Minimum Education**
+ Bachelor's Degree in Organization Development, Adult Learning, Human Resources, or related field required.
+ In lieu of a Bachelor's degree, a High School Diploma or General Equivalency Diploma (GED) and an additional four (4) years of professional experience in learning and development strategy, designing, developing, planning, delivering, assessing, and executing comprehensive leading and development programs.
**Minimum Experience**
+ Five(5)yearsofprogressiveexperienceintraining anddevelopment,includingexperiencein program design, development, and implementation.
+ Proficiencyine-learningauthoringtoolssuchasArticulateStorylineandAdobe Captivate,aswell as learning management systems.
+ Strongknowledgeofadultlearning principles,instructionaldesign modelslikeADDIE, ande- learning best practices.

**Summary**
The Learning and Development Specialist is a key strategic role responsible for designing, implementing, and managing a comprehensive learning and development program that aligns with the organization's business objectives and promotes a culture of continuous learning. This individual collaborates with various stakeholders to conduct training needs assessments, develop engaging and effective learning solutions, and evaluate the impact of these initiatives on employee performance and organizational success. Additionally, the incumbent manages partnerships with internal teams and third-party vendors to deliver training and organizational development initiatives.
**Essential Functions**
**Principal Job Duties**
+ Designs and develops Learning & Development initiatives using a variety of learning methods.
+ Collaborates with subject-matter experts within the organization as well as vendors to develop Learning & Development initiatives aligned to the organization's needs.
+ Designs, develops, oversees and facilitates training programs, conducts in-person and virtual seminars, workshops, individual training sessions etc.
+ Collaborates with subject-matter experts within the organization as well as vendors to develop training initiatives aligned to the organization's needs.
+ Delivers Learning & Development initiatives including facilitation, webinars, learning circles, etc.
+ Researches new trends and approaches in the learning industry and serves as a champion for a learning culture in the organization.
+ Conducts in-depth client needs assessments to identify gaps between current and end state goals.
+ Influences others across internal and external stakeholders and all levels of the organization.
+ Creates e-learning modules using Articulate 360/Rise and manage content within Learning Management Systems.
**Other Duties**
+ Oversees the creation of instructional materials, including eLearning modules, job aids, tutorials, audio and video content, storyboards, and knowledge checks, to transform information into engaging and effective learning resources.
+ Analyzes information using existing tools and creates new tools when necessary.
+ Confers with management and conducts surveys to identify training needs based on projected production processes, changes, and other factors in order to develop or modify existing programs.
+ Designs and implements comprehensive training programs and organizational development solutions.
+ Maintains current knowledge of evolving training programs to ensure optimal employee growth.
+ Manages project planning, timelines, and delivery.
+ Monitors, evaluates, and records training activities or program effectiveness and develops alternative training methods if expected improvements are not seen.
+ Organizes, develops, obtains, or evaluates training procedure manuals, guides, and course materials such as handouts and visual materials.
+ Plans and coordinates work assignments of professional trainers/external consultants.
+ Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
