Learning and Development Program Manager

Job Summary

The Learning and Development (L&D) Program Manager plays a strategic role in ensuring that the Enterprise Operations Organization (EO) workforce possesses the knowledge and skills required to meet both current and future business needs. This role is responsible for developing, implementing, and delivering effective, engaging, and professional learning solutions that align with the organization’s objectives.

The L&D Program Manager collaborates with subject-matter experts, business leaders, and HR partners to develop targeted competency programs that address skill gaps and drive workforce readiness. As part of the Chief of Staff Team, this individual contributes to building a Future-Ready Workforce by aligning learning strategies with business goals.

Key Responsibilities

Design and implement strategic learning solutions that align with business needs, following best practices to drive employee growth and development.

Develop capability models that enhance core skills, job proficiency, and overall workforce competencies.

Conduct needs assessments and develop competency-based programs to support skill development across global teams.

Act as a learning consultant and trusted advisor to business leaders, ensuring learning programs address critical capability gaps.

Leverage data-driven insights to measure, analyze, and communicate training effectiveness and impact.

Collaborate with HR Business Partners (HRBPs) to identify and remove obstacles related to learning content, technology, and program implementation.

Customize learning solutions to meet the diverse needs of employees while tracking progress and measuring outcomes.

Support the execution of Workforce Development Programs to enhance bench strength and future leadership capabilities.

Support a culture of continuous learning and professional growth by increasing visibility and accessibility to existing learning resources.

Support process improvements by evaluating and enhancing L&D strategies, frameworks, and operational workflows.

Required Knowledge & Skills

Deep understanding of adult learning theories and best practices in Learning & Development.

Technical aptitude and experience with learning technologies, tools, and platforms that support learning activities.

Strong analytical skills with the ability to measure the effectiveness of learning solutions through data analysis and reporting.

Excellent communication and presentation skills, with proficiency in MS Word, PowerPoint, and course development tools.

Project management expertise, including the ability to drive results in a fast-paced environment.

Process improvement mindset, with the ability to evaluate current learning frameworks and identify areas for enhancement.

Customer-centric approach, viewing employees as learners and ensuring that L&D efforts contribute to organizational success.

Growth mindset and adaptability, staying current with emerging technologies and best practices in L&D.

Spanish Bilingual Preferred

Recommended Education & Experience

3-5 years of experience in competency framework development, LMS administration, or L&D consulting.

Bachelor’s degree in Human Resource Development, Learning & Development, Education, or a related field (or equivalent work experience in lieu of BS degree).

The base pay range for this role is $93 150 up to $132 750 annually with additional opportunities for pay in the form of bonus and/or equity (applies to US candidates only).  Pay varies by work location, job-related knowledge, skills, and experience.
