Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category/Critical Need for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Lead Realty Specialist GS-1170-12 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Tulsa, Oklahoma. Responsibilities Incumbent leads a team of Realty Specialists and Realty Assistants in the management and disposal of civil and military properties in the District. Plan, schedule, and coordinate efficient accomplishment of all management and disposal actions. Prepare cost estimates/resource plans for expenditure of funds on all assigned actions and reviews/approves cost estimates/resource plans prepared by team members. As the senior technical member is assigned more complex actions. As team lead, ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) planning and coordinating realty transactions involving the leasing and disposal of Federal lands on military installations or civil works projects; AND 2) negotiating out-grants, leases, easements, licenses and/or permits for use of Government land at civil and military projects. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Real Estate Technical Competence Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
