Lead Budget Analyst (Direct Hiring Authority)

About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily childcare available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.) Responsibilities Review program operating goals and develops budget expenditures. Perform analyses using budgeting developed data queries, accounting automated system applications and manual processes. Analyze the revenue and expenditure of various organizations. Brief management and higher headquarters on budget issues and trends. Ensure that statements and records comply with laws and regulations. Requirements Conditions of Employment Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Reviewing funding requests; 2) Utilizing budget or financial automated systems to input data entries; 3) Mentoring coworkers on budgetary functions; and 4) Preparing budget reports for completeness, accuracy, and compliance with laws and other regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS- 11 or above. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification & Presentation Concepts, Policies and Principles of Budget Decision Support Financial Management Analysis Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
