Lead Budget Analyst
Summary The position is located in the Resource Management Division of the Executive Office for the Bureau of International Security and Nonproliferation. The Executive Office provides provides management, personnel, budget, technology and general administrative services to three bureaus: Bureau of International Security and Nonproliferation (ISN), Bureau of Political Military Affairs (PM), and the Bureau of Arms Control, Deterrence and Stability (ADS). Responsibilities Provides advice and guidance to senior leadership in the planning, development, and execution of mission-oriented programs focused on ensuring that adequate financial resources are available. Develops strategic planning to align with resource planning and execution to authorized appropriation levels. Leads team in distributing workload and tasks among employees in accordance with established workflow, skill level and/or occupational Specialization. Serves as a technical authority for all budget and financial resources within the assigned portfolio Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience formulating and monitoring the execution of long-range budget forecasts and plans. Experience making recommendations concerning program budgets and financial resources. Experience with executing Foreign Assistance funds. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
