JOBS PLUS FINANCIAL COUNSELOR/COACH, CONEY ISLAND JOBS PLUS
Job Description THIS IS A TEMPORARY POSITION. The New York City Housing Authority (NYCHA) is committed to increasing opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. NYCHA’s Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop and implement programs, policies and collaborations to measurably support residents increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development. NYCHA was awarded a $3.7 million grant from the U.S. Department of Housing and Urban Development (HUD) to bring a Jobs Plus Program to Coney Island, Brooklyn. The HUD Jobs Plus Program is a comprehensive, placed- based employment model that offers services to all work-able residents in designated public housing developments or clusters of developments and serve as a platform to help residents build their skills and connect to the labor marker so they can increase their incomes. Services are located on or close to the targeted developments and offer a range of services designed to support work including employer linkages, job placement and counseling, educational advancement, financial counseling and rent incentive, and community building. The NYCHA Coney Island Jobs Plus program will serve residents living in the Surfside Gardens, Coney Island 1 and Coney Island 1 (Site 4&5) developments in the Brooklyn. NYCHA REES seeks a dynamic Financial Counselor/Coach for our Coney Island Jobs-Plus site serving resident of Surfside Gardens, Coney Island Houses 1, and Coney Island Houses 1 (Site 4&5). Through 1-on-1 financial counseling, workshops and partnerships, the Financial Counselor/Coach will serve as a mentor, liaison, and troubleshooter to assist members to set and achieve financial goals; access safe and affordable financial services; and develop strategies for debt management, credit and asset building and/or financial challenges. This position is also vital for the implementation of the Jobs Plus Earned Income Disregard (JPEID) - a rent incentive unique to the program that allows the residents of the targeted development to have an increase in earnings without having their rent increase right away due to the increase, removing a major disincentive to employment. Responsibilities shall include, but not be limited to the following: 1. Conduct financial assessments and provide individualized one-on-one coaching and guidance to Jobs Plus members helping them set and achieve goals in the areas of financial capabilities, including credit report analysis; credit building; and budget, savings and financial action plan preparation. 2. Educate and explain the benefits of the Jobs-Plus Earned Income Disregard (JPEID) rent incentives and assist members in enrolling, and monitoring savings. 3. Provide general wrap around support assistance to Jobs-Plus members, making appropriate referrals and integrating other wraparound supports into counseling to achieve greater results. 4. Foster and manage partnerships with various community based financial capability, asset building and business development organizations and sister City agencies in order to facilitate necessary service referrals and achievement of the stated financial goals for Jobs Plus Members. 5. Develop collaborative relationships with local financial institutions to ensure members have access to affordable financial services. Collaborate with clients to help them navigate affordable banking products and assist with setting up bank accounts. 6. Utilize the ACCESS NYC online public benefit screening tool to determine member eligibility for City, State, and Federal health and human service benefit programs including SNAP, TANF, Emergency Cash and Transportation Assistance; health insurance, etc. and assist members in obtaining desired benefits. 7. Assist clients with referrals, support and/or resources for complex issues of personal finance, including legal aspects, such as wage garnishments, judgments, bankruptcies, student loans, etc. 8. Support residents with understanding NYCHA’s Admissions and Continued Occupancy Policy (ACOP), including rent calculations and verifications, and income recertifications, and providing assistance, as needed, with working with property management office to resolve tenancy issues. 9. Conduct/coordinate group education and informational seminars and lead workshops informing members of available resources, social supports, as well as train them in financial literacy. 10. Provide outreach and general marketing services to the targeted developments regarding Financial Fitness and other Jobs-Plus Coney Island programs and services. 11. Maintain confidentiality of client information and a high level of results accountability by entering member data and case notes on a real time basis in various database systems and updating pertinent new data as soon as it becomes available. 12. Must be committed to participation in HRA and NYC Office of Financial Empowerment (OFE) sponsored trainings. 13. Provide reports to Coney Island Jobs Plus Program Manager on a weekly basis. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
