IT Specialist (Systems Analyst)
Summary This position is located within the Agricultural Research Service; Administrative and Financial Management; Information Technology SVCS Division; Applications Development Branch; Headquarters. This is a remote position, the selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available. In this position, you will provide support in the field of systems analysis and information technology architecture. Responsibilities Performs business and system analysis, identifying problems and specific issues in an assigned business area. Analyzes and defines customer IT needs and requirements, and uses the information to design, develop, and implement projects and activities to meet those needs and requirements. Modifies existing applications or systems to correct errors, adapt it to new hardware, or upgrade interfaces and improve performance. Participates in the planning of projects and creates timelines to ensure projects are accomplished. Coordinates with customers or other departments on project status, proposals, or technical issues. Provides technical expertise to accomplish analysis of options and development of the design for IT systems. Coordinates development of system documentation including developing and maintaining internal standard operating procedures. Ensures systems implemented and technical documentation produced meets Section 508 compliance. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Basic Requirements Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to meeting the basic requirements described above, applicants must also meet additional qualification requirements as stated below: GS-12 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing information to plan development of new systems or modification of existing systems; developing, testing, and deployment of customized forms; and consulting with customers on project statuses or technical issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
