Summary About the Position: Serve as the International C4 Interoperability Branch Chief for Headquarters United States European Command (USEUCOM), J6 C4/Cyber Directorate. Facilitate multinational communications by strengthening alignment with international communication standards, deploying next generation technologies and enhancing communications and cooperation. Responsibilities Responsible for direct oversight and guidance of the International C4 Interoperability Engagement Program to include all military-to-military (M2M) engagement in support of the Information Sharing Line of Activity (LOA). Ensure the C4 Information Sharing LOA supplements the Supporting Lines of Effort (SLOE) in the Regional Campaign plans and the EUCOM commander's Strategy for Active Security and Theater Priorities. Ensure all personnel actions are performed in accordance with DoD and USEUCOM policies. Develop and prepare HQ USEUCOM papers and reports on all aspects of International C4 Engagement to include M2M and public-private partnering. Negotiate sensitive matters with DoD and US Government agencies to support the International C4 Engagement strategy, goals, and objectives, presenting HQ USEUCOM positions. Provide four international engagement regional desk officers oversight and guidance for 42 countries in Black Sea/Eurasia, the Balkans, Southeast, Central, Western and Nordic Europe and NATO. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1.) Directing C4 planning and programs; 2.) Providing guidance on long term strategic plans and objectives in the areas of communications, Information Technology, and cyber security operations; 3.) Developing recommendations for plans and strategic documents; AND 4.) Performing lead and/or supervisory functions, such as developing performance standards, evaluating performance of subordinates, and counseling subordinates on work and administrative matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Lead others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances. Review and edit work completed by others to ensure that the quality of work meets acceptable work standards. 2. Customer Service - Use expertise and experience to address complex problems, questions, or complaints. Anticipate customer needs and modify the team's work activities, processes, and practices to meet these needs. Collaborate across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. 3. Oral Communication - Clearly explain and defend complex ideas, appropriately adapting to each audience's level of knowledge. Actively listen and clarify points when presenting highly complex and controversial findings. Use well- constructed, fact- based arguments to persuade stakeholders/officials to take action on suggestions for improvement. 4. Problem Solving - Provide precedent setting solutions to unique problems not previously encountered. Help team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals. Identify the root causes of problems; develop systemic solutions to address them and prevent them from reoccurring. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Information Technology Policy and Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
