This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for IT Specialist (INFOSEC) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for the enterprise resource planning mission and functions of the organization including numerous off-site locations. Responsibilities Conducts audits of IT assets; and ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services. Manages all Network Operations (NETOPS) remediations and Information Conditions (INFOCON) compliance reporting. Provides technical direction to IT support personnel at numerous off-site locations to ensure that work accomplished is in the compliance with higher authority policies and guidelines. Assists in the development of plans for installing, configuring, troubleshooting and maintaining program mission equipment, hardware and software. Reviews applications to assure compliance with regulations. Orients and trains IT support personnel in proper access and usage procedures, including Army IT procurement processes, Government Purchase Card use, oversight and discipline and property accountability. Primary IT purchaser and software liaison manager for nation-wide program, responsible for organizing and managing assets. Takes action to correct deficiencies and refers deficiencies that cannot be corrected locally to higher command levels. Specialized Experience: Your resume must reflect one year of specialized experience to include: (1) Interpreting Information Technology (IT) policies and guidelines; (2) Assisting customers in business and technical areas; and (3) Developing plans for troubleshooting and maintaining hardware and software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
