IT Project Manager
Summary As an IT Project Manager, you will be responsible for managing or overseeing a variety of duties related to the implementation of long-term IT projects. Location of position: This is a REMOTE position within General Services Administration, Office of Government-wide Policy, IT Governance and Data Transparency Division. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Responsible for managing or overseeing a variety of duties related to the implementation of long-term IT projects. Ensure multi-phase, long-term projects are coordinated and integrated throughout GSA to ensure interoperability and system integrity. Lead small, medium and/or large development efforts, including gathering requirements, working with stakeholders and managing product releases throughout the development life cycle; applies analytical processes to the planning, design, and implementation of complex information systems with a focus on developing the strategic use of the data to drive decision making. Responsible for directly managing and overseeing projects in the areas of any of the following: Broad IT solutions projects; enterprise architecture and IT structural framework design and modification; IT security policies, procedures, software or hardware modifications to ensure data and network security; system analyses, redesign and/or modernization of existing systems; state-of-the-art network services and products implementations and upgrades; revamping of data management and data storage methods; IT policy updates and/or overhauls in response to government-wide mandates; and customer support system improvements. Apply knowledge of IT systems, methods and practices to support customers (e.g., help desk functions) in the design and development of Business applications; Develops metrics, critical success factors and key indicators to monitor and assess results in Business Applications; Diagnoses problems in computer software and makes recommendations for problem resolutions. Lead and supports the work of contracting officers and acquisition staff in major systems purchases and system upgrades. Lead and supports the work of project team members and contracted employees. Ensure quality and technical requirements set by senior management and government-wide standards are met. The salary shown in this announcement includes locality pay and will be determined once the selectee's duty location has been established. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the next lower grade level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry. Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems. Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints. Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints. Specialized experience for GS-14: One year of experience equivalent to the GS-13 in the Federal Service. Specialized experience is defined as experience in developing, implementing, and/or overseeing multi-year IT projects to include project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality assurance, and resource allocation.
