**Job Title:**
International HR Manager
**Job Summary:**
The International HR (IHR) Manager position’s primary function manages all non-US HR Operations and is directly responsible for foreign-based employees and expatriate HR matters. The International HR Manager serves as the liaison for all integration to life in the United States for both expatriates and Japanese visitors with subordinates.
**Essential Duties:**
HR Operations for expatriates
+ Managing the onboarding and offboarding process of expats for their assignment in the US.
+ Conducting other personnel issues of expats during service at PENA in the US under the guidance of the IHR General Manager.
+ Living support to expats and their families, as well as securing personal security including housing, understanding of governing laws, and transportation.
+ Planning and executing learning and development program for expats to optimize their performance.
+ Providing emergent expat assistance and care in case of sickness or injury.
+ Managing support for headcount / succession plans of expatriates during performance review cycles.
+ Conducting support of annual performance review and promotion process.
+ Other duties as assigned.
HR operation of TA (Technical Advisors)
+ Oversees the daily workflow of the department.
+ Improving job stream of HR related to TA, collaborating with MEBD HR and relevant functions to ensure job.
+ Conducting operation of on/off boarding of TA and other business travelers, in collaborating with relevant parties.
+ Managing and controlling infrastructure for TA, such as hotels, shuttle bus and communication media (Procurement Management).
+ Communication with TA to secure security and optimize their performance.
+ Providing emergent assistance and care in their trouble or sick.
+ Other duties as assigned.
Strategic HR planning
+ Planning consolidation of IHR teams/functions both in NV and KS according to KS site development.
+ Facilitating collaboration between US and Japanese counterparts to create synergy and consistency for employees in both locations.
+ Develops and assists with the implementation of human resource programs for all foreign entities with a concentration on host-country labor law and legal issues.
+ Participating in special projects, as requested by General Manager.
+ Comprehending and feed-backing development needs of expatriates and TA, to support talent development in MEBD/PEC.
+ Other duties as assigned.
FYI: Essential job duties of IHR specialist (subordinate of this position)
+ Assist visitors, expatriates and expatriate’s families by providing sufficient living and working environments during their stay in the US. This includes arranging hotel accommodations, transportation to and from work site, and other daily living necessities
+ Coordinate and assist in daily living arrangements for expatriates and their families from Japan (driver’s license, school selection, English lessons, doctor’s appointments etc.)
+ Conduct orientation for expatriates from Japan regarding basic knowledge about local area and work rules
+ Provide administrative assistance for IHR team
+ Assist HR team on administrative issues for entire employee base
+ HR procedure of expatriates’ arrival and leave (collaborating with Regional Headquarters)
+ Evaluates and resolves human relations, labor relations, and work-related problems involving Expatriates/Visitors while partnering with leadership in determining appropriate action (in some cases, may collaborate with HR team in Japan.)
+ Requires transporting Expatriates/Visitors to governmental offices, or sick person to a hospital or doctor appointments, inclusive of the weekends on rare occasion (once in two months or less). Personal vehicle usage will be eligible for mileage expense reimbursement.

**Qualifications**
**Qualifications:** Requirements - Required and/or Preferred
**Education:**
+ Basic/Required: Bachelor’s degree in Business Management, International HR, Human Resource Management, or a related field from a four-year College or University
+ Preferred: None
**Essential Qualifications:**
+ At least 4 years progressive Human Resources, Project Management, or related business management.
+ At least 2 years of international human resource management experience.
+ Strong project leader with excellent organizational and verbal skills
+ Knowledge of and comfort with Microsoft Office Suite software including Access, Excel, Word, PowerPoint
+ Ability and proficiency in collecting, analyzing, and presenting data
+ Solid computer skills and demonstrated general working knowledge of Microsoft Project or equivalent project management software tools
+ Effective planning, organization, time management, and problem-solving skills with a strong attention to detail
+ Able to manage multiple concurrent tasks in a fast-paced environment, effectively prioritize work, and deliver quality results
+ Self-starter who works well independently and an outstanding ability to follow up with minimal direction by seeking answers and a focus on team success
+ Able to make appropriate decisions when confronted with obstacles, think about them before acting, and consistently resolve issues in creative and effective ways
+ A strong work ethic with a “get the job done” approach and consistently delivers excellent customer service, both internally and externally
+ Intuitive, adaptable, creative, and collaborative with excellent communication and interpersonal skills
+ Collaborative nature with strong team building skills and willing to learn from and accept guidance from others
+ Must have working-level knowledge of the English language, including reading, writing, and speaking English.
**Preferred Qualifications:**
+ Prior work experience in Japanese company desired.
+ Strong communication skills, verbal/written.
+ Must have the ability to work with employees, visitors etc. within all levels of the organization.
+ Ability to be a self-starter, multi-task and flexibility required.
+ Occasionally, this position requires transporting sick visitor or expats to the hospital or doctor appointments using a designated company car, inclusive of the weekends.
+ Up to 10% of domestic travel required for administrative processing (locations include the Bay area, Carson City, KS state and NJ state)
+ Must have valid driver license and reliable transportation to support travel requirements.
+ Proficiency with Microsoft Office Suite, including Access, Outlook, PowerPoint, Excel and Word and can use the computer to complete online learning requirement for- specific competencies, access online forms and policies, complete online benefits enrollments.
