Summary About the Position: This is a position within Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located in Washington, DC. Responsibilities Serve as Senior Water Resources Planner/Programmer for a Regional Integration Team Responsible for coordination and management of Civil Works planning and programming activities for the South Florida Ecosystem Restoration (SFER) Program Provide expert advice to agency field activities on all matters pertaining to the conduct of planning studies and programming Resolve policy issues and or /concerns in coordination with the divisions, directorates, Civil Works and Office of Management and Budget Serve as the Major Subordinate Command's (MSC's) facilitator for all its SFER planning and programming activities that are in the Headquarters, US Army Corps of Engineers (HQUSACE) for processing Execute programs through coordination of guidance and decision documents, partnership agreements, and other documents related to project implementation Prepare for and participate in briefings and other meetings with the Director of Civil Works, Deputy Commanding General-Civil and Emergency Operations, the Chief of Engineers, the Assistant Secretary of the Army (Civil Works) Develop working relationships with internal and external stakeholders, Headquarters, Assistant Secretary of the Army (Civil Works), Office of Management and Budget Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. In order to qualify for one of the occupational series listed above, applicants must meet minimum education and/or experience requirements listed below. GS-13 Specialized Experience: One year of specialized experience which includes: 1. Present principles and concepts related to economic, social, environmental, and engineering impacts of Civil Works water resources projects/programs in order to defend professional planning policies and procedures; 2. Resolve significant problems that set local, state and federal precedents; and 3. Formulate new procedures to make improvements to organizational processes that are often driven by new or existing legislation, technical policies, and procedures that impact all phases of practices for water resources programs/projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-14 Specialized Experience: One year of specialized experience which includes: 1. Serve as technical expert in consulting, planning, and evaluating expertise to influence and defend Civil Works budgeting processes and Civil Works water resources projects/programs development, execution and implementation; 2. Interpret policy planning guidance, professional engineering, scientific, economic and social regulations and other related environmental laws and policies such as the Civil Works Water Resources Programs and Water Resource Development Acts; 3. Conduct studies to evaluate and examine trends to apply the information to policy development to resolve controversial problems or issues; and 4. Exercise initiative to justify regulatory requirements and procedural guidelines of planning and policy at the regional and national level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Planning and Evaluating Problem Solving Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
