INSPECTIONS SPECIALIST (COORDINATOR)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Inspections Specialist, Position Description Number D2896000 and is part of the 158th Fighter Wing Inspector General of the Vermont Air National Guard. Responsibilities 1. As part of the Wing IG team, plans, organizes, and executes a wide range of complex activities for the wing CCIP, which includes planning and conducting inspections, installation mission assurance exercises, and comprehensive readiness exercises that involve coordination with a wide variety of programs and departments. Utilizes metrics and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates and interprets information from various sources and tailors' assignment completion through application of established practices and procedures. Interprets complex laws, Department of Defense (DoD), Department of the Air Force (DAF), gaining MAJCOM, National Guard Bureau (NGB), State, wing, and local instructions/regulations relating to deficiencies across all functional areas subject to inspection. Writes IG inspection reports, presenting supportable evidence of compliance and readiness. Coordinates internal inspections with installation/wing/unit managers and IG leadership to allow commanders to control the depth, scope, and frequency of inspections. As Gatekeeper, interfaces with external organizations, audit agencies and direct reporting units, state entities, MAJCOM, COCOM, and Defense Agency officials to plan and coordinate approved external inspection activities. Coordinates with wing, group, squadron, and flight Commanders in the determination of significant risk factors to develop a comprehensive Risk Based Sampling Strategy (RBSS), in order to prioritize compliance and readiness in relation to mission accomplishment. Utilizes tools such as MICT, IGEMS, and IGEMS-C to evaluate services and processes to determine mission readiness, resource utilization, the state of discipline, and effectiveness/efficiency of the program, activity or function. Recognizes and resolves discrepancies amongst inspection findings. Synchronizes input from various external agencies in the evolution and scheduling of exercises and inspections in IGEMS. Compiles, organizes, and analyzes data within MICT, IGEMS, and IGEMS-C to brief commanders on trends within their respective areas. Works with commanders at all levels to analyze trends to facilitate and advise the management of deficiency resolution. Handles sensitive information in accordance with security policies and procedures. Reports all violations of security practices to the appropriate supervisor or security program manager within prescribed timelines. Provides recommendations to the IG, Director of Inspections, and IG Superintendent regarding inspection/exercise policies, procedures, and guidelines. Conducts planned short- notice, and no-notice exercises, inspections, and assessments. Explain and interpret The Inspection System and CCIP inspection program and DAFI 90-302 and supplemental requirements to all Wing personnel. 2. Manages the Wing Self-Assessment Program; serves as the Wing Self-Assessment Program Manager (SAPM) serving as the MICT, IGEMS, and IGEMS-C system subject matter expect (SME) and system administrator for MICT, IGEMS, and IGEMS-C for the wing level program. Independently plans, implements, and manages the centralized control of the wing Self-Assessment Program. Utilizes initiative and organizational knowledge, along with broad guidance on system usage, to develop local program guidance and business rules for wing, group, squadron, and flight level MICT, GEMS, IGEMS-C, and Self- Assessment program management. Conducts self-directed detailed analysis from all available data sources to assess risk and identify complex patterns in readiness and compliance. Validates and verifies wing, group, squadron, and flight self-assessment (SA) program results and provides detailed analysis for wing/unit data driven decisions. Consults with Commanders and recommends corrective course of action for challenging and unique circumstances. Serves as the primary focal point for deficiency management by tracking minor, significant, and critical deficiencies from a multitude of sources, including IGEMS, IGEMS-C, MICT, the Air Force Audit Agency, and staff assistance visits, across the wing from deficiency identification through closure. Reviews and validates corrective action plans, root cause analysis, deficiency cause codes, and action taken for accuracy and effectiveness, within prescribed timelines. Performs detailed and complicated data analysis from unit self-assessed capabilities versus inspection requirements to build inspection sampling strategies. Validates and verifies MICT self-assessment checklist (SAC) observations. Instructs IG personnel, Wing Inspection Team (WIT), group, squadron, and flight SAPMs on the proper use of MICT, IGEMS, and IGEMS-C, including the safe­guarding of personally identifiable information (PII), controlled unclassified information (CUI), and higher classified data. **REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES** Requirements Conditions of Employment Qualifications AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Military Grades: TSgt/E6 through MSgt/E7 GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experienced in working within the definitions of laws, regulations, and policies. Experienced in working the military inspection programs and basic understanding of military missions, service structures, capabilities, and organizational functions. Experienced in applying analytical and evaluative techniques to analyze self­ assessment program plans. Experience developing training materials and instructing others in the basic inspector general program elements, activities and procedures. Capable and experienced in conducting interviews, reading reviews, and evaluating situations or conditions. Have a working knowledge of various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs. Have working knowledge of inspector general investigations, understand how to conduct interviews, fact finding projects, and/or complete data analysis. Experience may have included activities such as approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation to glean appropriate information pertaining to complaints and allegations and resolving complex problems. Experience applying methods to gather, analyze, evaluate information, draw conclusions, and recommend appropriate action. Skill in comprehending procedures outlined in inspector general regulations/directives applying them to complete inquiries, complaints, Congressional, etc. Communication skills to prepare reports of investigation, responses to congressional staffers, and presentations to high level management officials. Experience completing assignments and handling problems and deviations in accordance with instructions, policies, previous training or established practices. Experience interpreting and executing policies using general guidelines and precedents. Experience using learned judgments, initiatives and resourcefulness to modify, adapt, and/or refine guidelines to resolve specific intricate issues and problems, research trends and patterns, develop methods and criteria, or recommend changes to complete required planning and programming requirements. Experience comprehending compliance or noncompliance activities. Experience compiling, reconciling, correlating, or analyzing data. Experience working with assignments that require developing recommendations for overall detailed plans, goals, and objectives for implementation and continued evaluation. Experience deciding a course of action based on analysis of the subject and issues involved. Experience exercising versatility, judgment, and perceptions to understand relationships among different strategies, activities, laws or requirements. Experience making recommendations for work refinement methods for resolution of deficiencies or issues. Experience assessing productivity, effectiveness, and efficiency of program operations and efforts to analyze a variety of problems. Experience and skill in applying a broad knowledge of service operations to affect the adequacy of complex systems, programs, and strategic planning efforts and identifying criteria to measure and/or predict the execution of organizational goals or program objectives. Experience identifying ways to resolve problems, implementing corrective actions and providing realistic data for leadership to improve operational mission plans. Experience meeting with senior military/civilian leadership, managers. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences. OTHER CONDITIONS OF EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. OTHER REQUIREMENTS: --IAW AF guidance, incumbent must complete the wing Inspector General Training Course (IGTC) within 180 days of appointment; must complete the USAF Basic Inspectors Course (BIC) for the Commanders Inspection Program within 180 days of assignment; and IG appointees for nuclear ­capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. --This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. --This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre­employment drug testing and participation in random drug testing is a condition of employment.
