Job Purpose

World Vision seeks an Infrastructure Technical Engineer to support a World Bank funded humanitarian response project implemented in South Sudan. The structural Engineer is expected to utilize their expertise in physics, mathematics and civil engineering to design and assess the structural integrity of buildings and non-building structures (dykes, bridges, roads etc) ensuring that the structures are safe and capable of withstanding environmental forces and human use. The Structural Engineer will design, develop and lead construction of huge range of projects of the physically and naturally built environment from conception through to completion. He/she will have a say in how the construction/rehabilitation projects will look like in a complex and challenging environment, contribute towards healthy infrastructure and make a lasting positive impact to society. The Structural Engineer will provide oversight of quality and technical strategies for all construction project objectives and outputs. S/he ensures accurate construction/rehabilitation according to the set minimum standards and in alignment with the approved proposal/ contracting measures and donor regulation, ensuring all construction activities are implemented in time and according to budgets and detailed implementation plan (DIP). He/she will ensure proper visibility of the construction projects in a commonly agreed on visibility framework to relevant stakeholders and the public.

S/he will manage and supervise the construction works and will work closely with donor and stakeholders to ensure quality, timeliness, and efficiency of all construction activities generated by the grant. The incumbent is expected to have strong infrastructure design, development and construction expertise especially in the context of South Sudan.

Technical roles and responsibilities

Conduct feasibility studies and risk assessments on potential construction projects.Participate in meetings, workshops, and consultations to gather feedback, address concerns, and foster positive relationships.Design structures such as roads, bridges, buildings, dykes etc considering factors like the structure’s function, budget, and the properties of the building materials.Prepare and present technical reports such as bid proposals, deeds, environmental impact statements, or property and right-of-way descriptionsEnsure all infrastructure activities are approved to proceed, prepare Final Design documentation, including Scope of Works (SoW), site information, budget, specifications, schedules, Bill of Quantities (BoQ), calculations and construction drawings.Submit requisition - and coordinate with the Procurement Team to complete the procurement process, including development of relevant tender documents, evaluation of tenders and issuing of works contracts.Inspecting unsafe buildings and recommending options for repairs or demolition.Using computer software to predict how structures will react under different conditions.Work with architects, construction managers, and other engineers to ensure a project runs smoothlyIdentify structural elements that are unsafe or likely to deteriorate or fail.Calculate the pressures, stresses and strains that each component will experience from other parts of the structure.Inspect construction sites to ensure the structural components are correctly implemented.Use CAD and other software to write technical reports and draw plans.Consult with clients and stake holders on project goals, objectives, design standards and applicable construction codes.

Engagement and networking

To actively engage with the Civil Engineers and other construction stake holders’ networks (within and outside WV Partnership) in the States where she’s deployed and regularly update the Project Manager.Liaise with government and donor technocrats to ensure all civil works meet the set standards.Organise monthly construction progress reviews and updates with WV team and contracted suppliers.Certify completed works before suppliers are paid.Provide weekly, monthly and quarterly construction reports.

Staff management

Supervise the Civil Engineer including setting performance targets, conducting performance evaluations and ensuring the staff adheres to World Vision policies and standards. Assist with capacity building and training in sound engineering practices for national and local government personnel.

Any other reasonable assignments within the roles as may be assigned.

Required professional experience and education

Master degree Environmental Engineering, Social Sciences, Civil Engineering  or B.Sc. in Water and Environmental Engineering and M.Sc. in Civil and Environmental Engineering, Post Graduate Diploma project planning and management.Minimum 7 years’ experience in infrastructure works or in Water and/or Sanitation Project implementation. And 3 years’ experience in fragile context programming.The ability to manage large technical projects in a complex environment and different fields of technical expertise involved.Quality Assessment and Quality Control procedures for technical projects.Knowledge of and experience in institutional arrangements, and political environment associated with community infrastructure development in South Sudan. Existing connections and relationships with local technical agencies will be an advantage.Proven experience in project management related to a complex political environment and resilient infrastructure in South Sudan and in particular, NBeG and/or Warrap States will be an added advantage.Technical expertise in infrastructure projects is desired.Ability to master and implement donor regulations; experience with World Bank is a plus, experience with other bilateral donors such as USAID, the UN and others will also be considered favorably.Experience supervising construction teams/ contractors in water supply and sanitation construction works.Skills in project management, including managing resources, and financial and budget planning

Preferred Knowledge

Excellent English and Arabic communication skills (oral and written).Strong capacity building and facilitation skills.Experience working in emergency context.Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.Ability to manage work life without supervision.
