Duties Description ITS provides operational support to state agencies on a 24x7x365 basis. Some positions may be required to provide this critical service at any time. Under the direction of the Chief Executive Officer, the Information Technology Architect 3 will provide strategic leadership within an assigned Office of Information Technology division. The ITA3 will directly supervise a team composed of Information Technology Architect 1’s and 2’s. The ITA3 will improve NYS agencies’ efficiencies and organizational structures, leading the division’s Information Technology Architecture projects, building new agency IT infrastructures and improving current ones. The ITA3 will develop clear strategies and provide direction for how to integrate agencies’ current IT programs and applications, increasing productivity and structure in the workplace. The ITA3 will design, coordinate, and manage NYS’ architecture models to help its agencies perform more effectively and enhance their technology processes. The ITA3 will make technology decisions, supervise the implementation of designs, and develop high-performance IT architects.Duties include, but are not limited to, the following:Strategic Leadership:• Serve as the Chair of the NYS ITS Information Technology Architecture Board (ITAB), guiding information technology architects from client agencies of ITS.• Lead the development and management of the Information Technology Architecture program, working with a team dedicated to state-wide initiatives.• Formulate and implement statewide technology policies and standards.• Oversee the creation and enforcement of information technology architecture standards and procedures.Operational Excellence:• Conduct strategic technology evaluations and manage proof-of-concept projects.• Offer strategic technology guidance to the division and client agencies within ITS.• Collaborate and oversee the ITS information technology architecture modeling suite, ensuring seamless integration with the ITS Service Management System, as needed.Governance and Compliance:• Oversee subordinate Information Technology Architects’ review, assessment, and tracking of technology exception requests. Delegate assignments to the subordinate Information Technology Architects.• Oversee the maintenance of the Information Technology Architecture Manual and the ITS Technology Service Catalog.Advisory and Support:• Analyze plan to procure (PTP) requests, providing assessment, guidance, and recommendations.• Administer the Desktop Software Lifecycle Registry and the Application Inventory.• Support business solution, subordinate Information Technology Architects, and service owners in Business Application Solutions, Infrastructure, and the Shared Platform Services with mentoring and guidance.• Perform the full range of supervisory duties.Strategic Development:• Collaborate across ITS Divisions and Bureaus to maintain and evolve technology roadmaps.• Develop, publish and maintain official division policies, standards and guidelines.• Establish and uphold technology standards that drive consistency in innovation.• Work with operational teams to develop business metrics that support and enhance organizational agility and strategic initiative alignment.
Minimum Qualifications Minimum Qualifications:• Nine (9) years of information technology experience, six (6) years of which must be in a specialty*, and three (3) years must be at the supervisory level or one (1) year at the managerial level leading and developing IT architecture programs. *Specialty includes experience as an IT architect in one or more of the following: artificial intelligence, cloud, data, enterprise, business, and solution.Education/Experience Substitutions:• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience. • Associate degree with 15 semester credit hours in computer science or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one (1) year of general information technology experience. • Master’s degree or higher in computer science or related field substitutes for one (1) year of general information technology experience.Preferred qualifications: • Strong technical background with expertise in multiple technology domains as applicable to an information technology architecture specialty*. • Experience with software development methodologies and practices as applicable to an information technology architecture specialty*. • Excellent communication and interpersonal skills, with the ability to effectively communicate complex technical concepts to non-technical stakeholders. • Strong problem-solving and analytical skills, with the ability to quickly understand and address technical challenges. • Knowledge of security, compliance, and regulatory requirements relevant to technical solution design. • Experience working in cross-functional teams and leading technical discussions and decision-making processes.*Please note: • Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring. • Appointment to this position is not final until all agency approvals have been granted.• The permanent status of this position is pending Division of Budget (DOB) determination.
