Information and Communication (ICT) Support Technicians

 

PURPOSE

The Health Systems Trust (HST) wishes to appoint a ICT Support Technician to support and scale up implementation of the Synchronised Communication in Health (SyNCH) data repository/web system for the Central Chronic Medicine Dispensing and Distribution (CCMDD) programme at facility and sub-district level.

The position is based in KwaZulu-Natal Province in eThekwini District Municipality

The incumbents will conduct daily visits to Primary Health Care (PHC) facilities and CCMDD pick-up points (PuPs) within the district, to provide technical support for web system registration and prescription activities, in fulfilment of the South Africa Sustainable Response to HIV and TB (SA SURE PRO) Project objectives for differentiated care.

They will monitor the functionality and usage of the web system at facilities and PuPs, and provide user access and appropriate end-user training at facility and sub-district level.

The role entails resolving or escalating challenges experienced in usage of the web system to the District Support M&E Co-ordinators (DSCs), and resolving or escalating Information and Communication Technology (ICT) hardware and software issues at health facilities. The incumbents will provide an interface between the web system Helpdesk and facilities by communicating system utilisation progress to the DSCs.

This is a fixed-term contract position, ending on 30 September 2024.

 

KEY RESPONSIBILITIESScale up web system implementation in a phased approach, as set forth in the project planExplain and market the relevance of the web system information to stakeholders by demonstrating the system's operation and featuresBuild the confidence of end-users through orientation and training on the web system at facility, sub-district and district levels, and ensure continuity of its utilisation by staff at healthcare facilities and PuPs Ensure the suitability of healthcare facilities and PuPs for implementation of the web system through baseline and continuous Readiness Assessments (RAs) and Internet network speed-tests Facilitate access to the web system for relevant stakeholders, creating user accounts and granting appropriate user permissions, updating these as requiredEnsure the availability, functionality and efficient use of all requisite ICT equipment (hardware and software) at health facilities and PuPs, and support the integration of ICT equipment for the web system with the district's existing ICT infrastructure where applicableCommunicate system developments, updates and related changes to all users at facilities, providing guidance and a supportive interface between facilities and the web system HelpdeskCreate a platform for facilities to report urgent system issuesShare system-related targets with facilities and relay monthly performance data through reports and graphsContribute to documenting and communicating lessons learnt, stories of change, and good practicesMonitor utilisation of the web system and compliance with formulary requirements Identify and report all gaps and challenges hindering system performance at facilities, and implement appropriate remedial actionsMonitor Internet network connectivity problems and causes, addressing network interruptions timeously, identifying and recording prescription interruptions, and mitigating the use of manual scriptsMonitor the prescription interface on a daily basis to flag patients who are recorded as 'Dormant' on SyNCH, script submissions and script rejections, and mitigate accordinglyMonitor internal and external PuPs' compliance with equipment availability and parcel managementVerify web system data with TIER.Net data and any facility CCMDD data system, ensuring alignment between web system and TIER.Net outcomes Identify gaps in facility and PuP staff's skills and knowledge, as well as programme performance gaps, and provide relevant training, including for new web system prescribers  Provide targeted training to prescribers and PuP personnel on identified utilisation and compliance gapsProvide training on updated standard operating procedures (SOPs) for the web system and new system developments or updatesTrain facility staff on web system reports on the live site and the reporting site to assist them with effective management of the CCMDD programme and compliance with web system requirements, particularly in relation to the reduction of dormant patientsEnsure that patients registered on the web system remain in care.

 

REQUIREMENTS

Qualifications

A National Certificate in Information Communications and Technology (ICT)A Diploma in ICT / Health Sciences / Information Systems OR a qualification in Public Health will be an advantage.

Experience

A minimum of three years' experience in health-related information systemsAdvanced knowledge of information technology and experience in MS Office, computer hardware and software management (ability to identify and resolve hardware and software problems)Knowledge of public health sector policies and procedures for the management of patients with chronic diseases OR a strong background in CCMDD programme implementation will be advantageous.Advanced ICT skills and computer literacy (MS Excel, MS Word, MS PowerPoint, Internet)Information system implementation and training skillsMonitoring and evaluation skills and experience
Ability to assess and identify gaps in ICT infrastructure
Sound knowledge of public health sector policies, the CCMDD programme, the web-based (SyNCH) system, and TIER.NetStakeholder engagement skillsA strong work ethic, and an ability to work in a pressurised environment with minimal supervision and be deadline-drivenPrevious work experience in non-governmental organisations or funded programmes will be an advantage.
REMUNERATION

A salary package commensurate with the successful candidate's experience and qualifications and in line with HST's Job Grading System will be offered.
