Works on complex water issues whose solutions require a proven understanding of hydrology and or more related disciplines such as hydraulics, geology, geochemistry, and the complexities of ground or surface water flow. Prepares investigative project proposals and develops work plans and protocols which include consideration of previous experimental and theoretical analyses, evaluation of all available data from various sources, and the development and adaptation of procedures and methods of investigation. Writes and publishes reports of findings as internal or external reports, recommendations to resource managers, or scientific journal publications. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The coursework must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. -OR- 2. Combination of education and experience: course work as shown in 1 above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. GS-11: To qualify at the GS-11 grade level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree in hydrology or a closely related field OR one year of specialized experience equivalent in complexity and difficulty to at least the GS-09 grade level in the Federal service OR a combination of graduate level education and specialized experience. Note: Combination of education and experience, only graduate education in excess of two years is creditable. Specialized experience for GS-11: Experience defined as planning and coordinating habitat restoration projects. This includes project management tasks such as preparing and tracking budgets, creating timelines, drafting restoration plans, preparing scopes of work/contracts/agreements, and technical report writing. Experience should include analyzing hydrologic models. GS-12: In order to qualify for the GS-12 grade level, your resume must reflect one year of full time specialized experience equivalent in difficulty and complexity to at least the GS-11 grade level in Federal service. Specialized experience for GS-12: Experience defined as planning, coordinating, and implementing the restoration of large tracts of land and experience working with others to develop and execute partnerships for the restoration and enhancement of terrestrial and/or aquatic habitats. This includes project management tasks such as preparing and tracking budgets, creating timelines, implementing restoration plans, preparing scopes of work/contracts/agreements, technical report writing, and primary representative for the restoration action. Experience should include developing hydrologic models. *Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/19/2024. Education This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if selected.
