Job Description:

Main Purpose of the position:

To provide strategic and operational leadership to World Vision’s Disaster Management programming in Mali. The HEA Director is expected to ensure quality of WV humanitarian engagement including setting up appropriate strategies, structures, staffing and resources for Disaster Risk Reduction, emergency preparedness response, rehabilitation and transition work, in line with National Office priorities, WV Disaster Management Standards, Emergency Management Systems and internationally recognized humanitarian requirements.

FUNCTIONAL LINKS
The HEA Director reports to the National Director of Mali who is the line manager for this position. As a member of the SLT the HEA Director has dotted line reporting relationship with the Regional HEA Director.

S/he will closely coordinate with the IPD, PQA Director, Security Manager….

Main Responsibilities:

                                                       

 LEADERSHIP

Position World Visions’ Disaster Management (DM) ministry as a competent and effective humanitarian agency, by ensuring that the National Office is well prepared and responds professionally to all categories of emergencies as defined by World Vision’s criteria for response.Support and advise the National Director on Disaster Management policies, processes and tools as they relate to Mali Category II and Category III emergencies.Assist the NOs in ensuring implementation of Standards during responses.Lead the Development of a National Office Disaster Management (DM) Strategy in line with National Office Strategy, regional DM priorities and global strategy Our Promise.Lead the establishment and functioning of disaster preparedness strategy. including developing preparedness action plans, updating Disaster Management scorecard, establishing and running National Disaster Management Team .Maximize resources for humanitarian response in the NOs through engagement with government and multilateral donors and public and private donors.Lead the process of learning from WV’s humanitarian response in Mali and ensure that the good practice recommendations are incorporated into a partnership wide learning and application model.Work closely with ND, the National Security Managers, and OCS, promote appropriate measures to ensure risks are objectively assessed, mitigated and communicated to staff especially in medium to high-risk locations and to properly involve Corporate Security in HEA Executive and Coordination teams and other HEA decision making and review mechanisms.Lead humanitarian capacity building that is commensurate to Mali level of disaster risk

COORDINATION AND REPRESENTATION

At a strategic and policy level, represent WV with Government agencies, UN, INGO and Church bodies, dealing with macro and local issues regarding humanitarian principles including advocating on key issues which affect the most vulnerable.Lead and advise effective participation of National teams to WV response coordination mechanisms such as Decision Declaration Groups, Partnership Executive Teams, Partnership Coordination Teams, Advocacy groups.Coordinate and supervise the Mali HEA team in areas of policy analysis, communications and programming.Coordinate human, financial and spiritual resources with WV entities, funding partnership and coordinating agencies when needed by the National Offices.Develop a HEA external engagement plan for networking and partnership with other humanitarian actors, ensuring active participation of WV in existing coordination bodies such as humanitarian country teams, technical clusters or interagency working groups, governmental platforms, and avail of quality and timely communications and marketing support.In lien with the Emergency Management System, provide support to Progamme function to communicate and negotiate with SOs the match funds to fill funding gaps on Response Grants proposals submitted to donors

MANAGEMENT

Lead the Mali HEA teams in ensuring that national offices have the knowledge, skills, resources, tools and capacity to maximize DRR, preparedness, response and transition at a community level.Assure that the Mali country have in place functioning National Disaster Management Teams, as well as National Emergency Preparedness Response Fund as per the NEPRG policy guidelines.Ensure that national emergency response and disaster mitigation capacity, and a talent pool of on-site Category II and III project managers are available for immediate response.Lead, if necessary on-site, Cat II and III project managers in coordination with National Offices and national leadership structure.Promote and ensure high standards of programmatic quality in all WV disaster preparedness, response and transition operations, including across relevant technical sectors such as: emergency health and nutrition, child protection, education, food programming, cash-based programming, commodity delivery and refugee/IDP support and settlement.Ensure that ICRC / NGO Code of Conduct, SPHERE, CHS and other international humanitarian standards are maintained across WV disaster management programming.Assist in establishing/strengthening Early Warning and Early Action and ensure effective disaster risk monitoring and reporting to the SLT and the partnership.Participate in, and facilitate lessons learned processes, program evaluations and audits (operational as well as financial) of NO/PO programs, and contribute to post-audit monitoring and remedial activitiesEnsure that an annual Macro National Risk Mapping Exercise is undertaken for Mali country in the Region, and use its findings to determine HEA capacity and resource requirements for Mali .

EMERGENCY RESPONSES

Provide general oversight to category II or III emergencies in support to the response director/manager, or in the absence of this capacity.Provide leadership and managerial advice during the implementation of Category I, II and III emergency responses in Mali .In consultation with the RHEAD, ensure quality assurance for all Mali  humanitarian interventions in line with WV Disaster Management Standards and Emergency Management System and provide appropriate support as needed.

CAPACITY BUILDING

In preparation for emergencies, work with NOs and WARO to build or acquire the required capacity to manage Category 1, I1 and III responses.·Provide management advice and technical support to HEA staff and HEA/ERDM Committees (on site if necessary) in the design, documentation, approval, implementation, management, monitoring, reporting and evaluation of HEA projects according to partnership and donor standards.·Enhance HEA capacity through the mentoring and coaching of staff, especially the Response ManagerWork with NOs, including APs and other community-based programs to promote understanding and use of Partnership Disaster Management policies, tools and procedures.·Work with NO staff to establish understanding of relevant internationally accepted protocols and standards,(such as Sphere standards, CHS, ICRC / NGO Code of Conduct, People in Aid Code of Conduct, International Humanitarian Law, Good Enough Guide, etc.).

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal education, past experience or on-the-job training:

Education: Advanced University degree in International Development, Disaster Management, Business management, Development sciences or other relevant field.

A First University degree with additional years of related work experience and/or trainings/courses

Skills and experience

A Minimum of 7 years in operational humanitarian experience with minimum of five years in a leadership role, preferably in Africa.Direct experience and proven success in managing Humanitarian interventions in complex settings, preferably in West Africa contextStrong people management skills with experience leading teamsDemonstrated good understanding of the humanitarian industry, including actors, principles, laws and standards.Strong problem-solving skills and capacity to work under pressureStrong commitment to WV’s vision, mission and core values.Strong ability and commitment in critical networking, relationship building, and partnerships, especially those outside of WV itself.Understanding of management and integration in a cross-functional management matrix model.Strong skills in strategy development, prioritization and implementation.Understanding of and comfort with providing leadership in an increasingly globalized organization in an increasingly complex industry environment.Proven ability to manage large numbers of staff, efficiently and effectively, whether in a live or virtual environment.

Language:

Fluency in French and good proficiency in English absolutely required. Basic knowledge of Arabic would be a plus,
