The Position
Job Appointment: Full Time, Limited term. Appointment shall not exceed 6/30/2025 except for the extension of grants or funding from outside sources.
Work Schedule: Monday – Friday, 8am-5pm. Alternate schedule may be available after probationary period.
Work Location: Hybrid. In-person work to be conducted at The Portland Building, 1120 SW 5th Avenue. Remote work must be performed within Oregon or Washington. The current schedule for this position is hybrid. Employees are expected work on site 50% of the time. The City is reevaluating a return-to-office (RTO) policy which could change in-person requirements with notice. Position Summary
The Human Resources Systems Analyst will be part of the HR Systems and Payroll Services Team, supporting the Time Management area. The HR Systems and Payroll Services team manages the City's SAP HCM system and is responsible for ensuring the City's biweekly payroll and HR processes are executed correctly in order to pay approximately 7,000 employees in 15 bargaining units. Payroll is processed according to federal, state, and local wage and hour laws, as well as the city's labor agreements.
The Human Resources System Analyst performs a variety of difficult and specialized technical activities related to the use of Human Resource systems to accomplish HR business processes. The HR Systems Analyst will be primarily managing central time administration, performing central auditing functions, and making mass changes. This position will also be advising end users of time and pay practices, business and system processes, and providing guidance on language intent and administration of collective bargaining agreements and human resources rules. The HR Systems Analyst will administer time and pay practices for the city but will not administer payroll systems or audit personnel actions.

The following minimum qualifications are required for this position:
+ Experience applying federal, state, and local laws and other rules/regulations (such as collective bargaining agreements) to program administration, preferably in human resources systems or payroll systems support.
+ Experience utilizing enterprise specific technology (such as SAP or other HRIS systems) and related skills in the use of computers and general office software, including Outlook, Word, and Excel for complex data analysis and management.
+ Ability to design, implement and utilize data gathering and reporting procedures, to audit and validate accuracy and compliance.
+ Ability to research and analyze complex problems and calculations and facilitate corrections before significant negative impacts are experienced.
+ Ability to prioritize and execute complex and detailed work processes within strict timelines and with complete accuracy.
+ Ability to communicate clearly and effectively, orally, and in writing to diverse audiences of various technical skill levels.
