HUMAN RESOURCES SPECIALIST (MILITARY/INFO SYS)

The primary purpose of this position is to serve as the lead system administrator for Air Mobility Command (AMC), AMC Staff, 18th Air Force, Expeditionary Center, 618th Air Operations Center (AOC) and Wing senior leaders and customers, providing expert advice and insight on data-driven decisions. Responsibilities As Branch Chief plans, organizes, and oversees the end-to-end processes and programs across Air Mobility Command for the Systems and Analysis Branch (A1/A1RI) Conduct analyses and assessments and designs computer database models for use in analyzing and evaluating trends in personnel programs Administer Military Personnel Data Systems (MilPDS) including all updates to the Air Force's Personnel Accounting Symbol (PAS) system for the AMC command and is primary POC responsible for the development and maintenance of AMC/A1 website Exercises supervisory personnel management responsibilities Represents Systems and Analysis Branch (A1/A1RI) to MAJCOM/A1, AFPC, the Air Force, DoD, and its agencies, the Federal Government and/or industry organizations Plans and implements the Systems and Analysis Branch (A1/A1RI) quality and self-evaluation program Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; Knowledge of analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues, techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of AF management engineering principles, concepts, techniques, methodologies, concepts, procedures, guidance, and policies, standards, processes, of military personnel management and ability to relate to personnel data systems to perform data analysis Knowledge of automated data processing functions, techniques, and capabilities including Microsoft Windows operating system(s), relational database principles, Structured Query Language, SAS, OBIEE, microcomputer operation, and the network operating system. Working knowledge of data analysis and mechanized data systems and skill to manipulating computer databases and writing database queries Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions Knowledge of military personnel programs. Ability to develop improvements in and design new personnel work methods and procedures using automated systems Knowledge and skill of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, reports, spreadsheets, databases, and graphs Skill in oral and written communications, including briefings and presentations. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
