As a Human Resources Specialist (HR Development) you will perform the following duties: Provide guidance and conduct training to staff members regarding proper application of Federal HR laws and regulations governing recruitment and placement actions; Provide management advisory services on the benefits of comprehensive on-going training needs; Analyze, track, & report trends in complaints, errors, and/or grievances to develop appropriate training courses to staff members; Provide expertise and technical guidance to all levels of management on unique initiatives and programs of the HROC; Serve as a liaison with policy divisions in ICE, DHS, and OPM on evaluative related activities; Assist supervisors in estimating and reporting on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks; and Develop and review HR operation procedures and policies for existing, new, or emerging programs. You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level in the federal service, performing these duties: Conducting training to staff members regarding proper application of HR laws and regulations for recruitment and placement actions, such as, Delegated Examining and Merit Promotion, building vacancy announcements, determining specialized experience, evaluating candidates for qualification and eligibilities, issuing selection certificates to hiring managers, and the coding of various personnel actions; Briefing management on evaluative findings of employee work reviews and providing training recommendations where deficiencies are identified; Tracking assignments, projects, and tasks of HR staff to ensure established priorities and deadlines are met; Evaluating current HR operating procedures and policies, identifying problems and/or deficiencies, and developing recommendation for improvement; and Developing or reviewing training/course materials, aids, devices, etc. and evaluating the training results.
