Summary About the Position: This position is with DCS G-1, Civilian Human Resources Directorate FT LIBERTY NC. Responsibilities Serve as a senior HR technical expert advising senior leadership on strategic human capital development, responsible for planning, integrating, and executing position management and classification program for the Command. Analyze and advise senior leaders and managers on complex civilian personnel programs and responsibilities. Provide guidance and prepares written products (e.g., policies, standard operating procedures, information papers, memorandums, training material, etc.) to brief and inform various audiences on civilian HR topics. Researches and interprets HR policies, regulations, directives, and guidance. Serves as an action officer to manage multiple civilian HR programs and projects. Specialized Experience GS-12: One year of specialized experience which includes 1) DoD civilian personnel laws, regulations, policies, and precedents to provide recommendations on recruitment procedures; 2) Utilizing analytical qualitative, and quantitative techniques to address/resolve a wide range of HR issues. 3) Utilizing civilian personnel databases to input and retrieve data to support civilian human resources functional areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes 1) Experience in position classification sufficient to participate in organizational reviews and workforce planning. 2) Guiding a wide range of complex staffing and classification actions, including preparation of advisories. 3) Researching and interpreting policies, regulatory changes, or classification appeals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Personnel and Human Resources Strategic Thinking Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
