Human Resources Specialist
Summary This position is located in the Administrative Management Section. We are seeking a customer service-oriented candidate to serve as a Human Resources Specialist. As such, you serve as the primary point-of-contact (POC) for payroll related matters and system administrator for various HR related systems, facilitate the biweekly time and attendance processing, resolve issues such as court-ordered garnishment, child support, alimony and requests and process payroll documents and manual payments. The Human Resources Specialistposition is located in the Civil Rights Division's (Division) Administrative Management Section, Office of Human Resources and Security. If selected, your typical duties will include: Provides technical support and training to timekeepers and employees on the use of the Department's timekeeping system (currently, webTA). Serves as the supervisors' and timekeepers' POC and authority for resolving procedural problems related to the completion and submission of T&As. As the primary POC for payroll related matters, researches and analyzes individual cases to determine the appropriate solution to pay problem, provide information and initiate corrective actions with NFC. Reviews, verifies and processes a variety of payroll documents impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits and other deductions. Serves as the liaison with the National Finance Center (NFC) and the Department's Financial Systems Payroll Systems Group in dealing with issues associated with NFC's payroll/personnel systems interface and departmental processing procedures. Serves as the NFC Agency Security Officer and system administrator for other payroll/personnel systems including WebTA, eOPF, and USA Staffing. Applies knowledge of human resources information systems and data in extracting and analyzing current, historical, and forecasted data to support strategic workforce planning. Utilizes technical knowledge in the operation of human resources systems activities including WebTA, eOPF, NFC Insight, USAStaffing, NFC automated systems, Compensatory Time Off for Travel System and the Division's Onboarding and Exit Clearance systems. Trains staff members and agency employees on new system processes. Coordinates implementation activities of new or enhanced human resources information or other automated systems. Qualifications Specialized Experience Requirements To qualify at the GS-11 grade level, candidates must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service, public or other private sectors that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following: Resolving payroll/personnel problems for a diverse customer base; Processing and analyzing time and attendance and payroll problems through NFC's or other comparable payroll/personnel systems; Serving as the Division's point of contact when providing time and attendance and payroll; Communicating with various stakeholders to provide guidance or assistance to various stakeholders on human resources procedures, processes, or services; Monitoring, tracking and reporting on office activities and researching a variety of regulations to provide responses or recommendations to customers in accordance to policy and procedures regarding personnel actions; Updating data, using HR database systems to assure information is accurate and is available on a timely basis to query, retrieve, and analyze information for the completion of assignments; and Developing policies and guidance to assist managers in determining the correct pay and leave compensation for employees. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.
