General Description
This is a highly technical position responsible for complex administrative and analytical work assignments in a fast-paced Human Resources/Risk Management office. The incumbent requires considerable independent judgement, initiative, and tact when engaging with employees, other agencies, vendors, and the public. Work includes processing a variety of human resources and risk management transactions and maintaining department records in accordance with applicable laws and retention rules. The incumbent must discreetly handle and protect sensitive data and is responsible for maintaining confidential information, including medical and claims data and collective bargaining proposals and strategy. This position reports to the Human Resources Director.
Essential Job Functions
+ Administer the initial benefits for all new hires or qualifying events; verifies proper health, dental, and vision plans.
+ Provides administration for FMLA; assists with explaining and interpreting FMLA to employees, delivers notices, and maintains confidentiality.
+ Responsible for reviewing time and attendance entries for compliance with timekeeping policies and processing biweekly payroll, personnel actions, merit increases, retro pay calculations, 941 taxes, FRS month end entries, and the annual compensated leave report.
+ Oversee the administration of the performance review program.
+ Identify discrepancies for all benefits, address the issue(s), and reconcile the billing for each benefits vendor.
+ Perform general hiring and recruitment activities, participate in interview panels, perform background and reference checks.
+ Responsible for initial steps of onboarding, offboarding, and exit interviews.
+ Answer routine employee questions concerning employee benefits, union contract and Personnel Manual procedures and policies.
+ Facilitate the Safety Committee meetings, coordinate the employee recognition program, and oversee the wellness program.
+ Process personnel and insurance transactions with accuracy, completeness and compliance with labor contracts, personnel rules, regulations and procedures and deadlines.
+ Maintain comprehensive personnel and benefit information files for applicants, and current and past employees in accordance with regulatory requirements.
+ Receive, process, and retain a variety of personnel related documents and public records requests ranging from routine to confidential information.
+ Assist with preparing collective bargaining proposals and collect and maintain confidential bargaining data on behalf of the City.
+ Prepare and complete workers’ compensation forms as directed and maintain accurate and appropriate related files.
+ Process accident and incident forms and assist with maintaining the City’s Safety and Wellness Programs.
+ Coordinate random drug and alcohol screening, update test logs, schedule testing with the testing facility
+ Process purchase orders, invoices, and complex accounts payable spreadsheets.
+ Responsible for the accurate and timely completion of the EEO-4 report.
+ Perform various administrative duties as assigned.
+ Must maintain confidentiality of the Human Resources Department.

Minimum Qualifications, Licenses and Certifications
+ Must be eighteen years of age or older.
+ Graduation with a Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field.
+ Two (2) years’ experience in Human Resources. Experience with risk management, payroll, and benefits is preferred.
+ An equivalent combination of education, training, and experience.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
+ Valid Florida Driver's License.
Knowledge, Skills, and Abilities and Environmental Conditions
+ Must have ability to adapt to a rapid change of assignments while maintaining close attention to detail, accuracy, and confidentiality.
+ Must have ability to work independently and efficiently; communicate clearly, and ability to properly prioritize duties.
+ Knowledge of and the ability to research federal, state, and local regulatory requirements as they pertain to Human Resources and Risk Management.
+ Ability to acquire knowledge of legal framework for personnel policies.
+ Knowledge and strong proficiency in Microsoft Outlook, Excel, and Word.
+ Knowledge of current personnel and benefits functions, collective bargaining procedures, including knowledge of handling of confidential data.
+ Ability to work with sensitive issues and maintaining the integrity of the office in the absence of the Human Resources Director.
+ Ability to establish and maintain effective working relationships with employees and the public.

+ Ability to communicate both orally and in writing.
+ Ability to access, input and retrieve information from a computer.
+ Ability to sit, stand, stoop, and reach to retrieve files.
+ Ability to carry or lift 20 pounds.

ENVIRONMENTAL CONDITIONS
+ Work is performed primarily in an office environment with moderate noise levels and is occasionally subject to outside environmental conditions.
