Summary THIS IS AN INDIANA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This position is part of the IN JFHQ IN HR, Indiana National Guard under Position Description Number D2960000/D1040P01. Responsibilities Coordinates human resources transactions on a daily basis with management officials, employees, the ARNG/ANG organization/unit and HRO. Participates in the execution of the merit placement/promotion program. Advises and provides procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, etc. Prepares and distributes vacancy announcements. Analyzes and evaluates individuals’ applications to determine basic eligibility. Evaluates relative quality and value of experience, training, education, and performance in relation to requirements of positions for lower level/less complex positions. May assist in the development of specialized qualification requirements, knowledge, skills, and abilities statements. Assists the specialist in the recruitment and evaluation of applicants on the basis of need for candidates in special categories (i.e., key staff, Schedule A, etc.). May assist in restructuring of positions for fill at lower grades determining selective placement factors, ranking factors, crediting factors, and the degree to which each factor is met. Prepares and maintains records and reports and performs post audits and maintenance of merit promotion files. Performs other duties as assigned. Requirements Conditions of Employment Qualifications This is a Career Ladder position for a GS-07/09. This advertisement is written for the GS-09 level. MILITARY GRADES: E3 through E7 GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: Specialized experience for GS07: At least 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. Knowledge of capabilities, operating characteristics, and advanced functions of a variety of software, e.g., database, spreadsheet, and word processing in order to accomplish assigned tasks in the most efficient manner possible within available technology and to devise new methods and procedures for utilizing office automation. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Specialized experience for GS09: At least 1-year specialized experience must be equivalent to at least the next lower grade. This position requires sufficient knowledge and skill to apply fundamental HR methods and practices to perform simple to moderately complex, non-controversial, reoccurring work where multiple solutions may exist. The position must make informed determinations and judgements on processes and problems of limited scope within the HR staffing specialization. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Knowledge of a wide range of HR concepts, laws and/or regulations sufficient to provide analytical and diagnostic advice to management and organizational leadership in recruitment and placement. Knowledge or experience in pay setting practices, onboarding process, resume reviews for referral procedures, job announcement building, and implementing HR policy, and practices for merit recruitment and placement. Education You may combine education with specialized experience to meet the length of experience requirement for GS-07/09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Courses must be at the graduate level. To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
