This Human Resource Associate position will perform specialized human resource and administrative support tasks to maintain professional human resource functions and handle highly sensitive and confidential information. The incumbent will maintain personnel records systems; assist employees with questions on personnel policies, procedures, and benefits; and perform related work. This position involves frequent contact with department directors, the public, and other agencies. This requires the employee to utilize effective public relations and liaison skills. At times, the incumbent may need to attend meetings on behalf of the HR director to relay and/or collect information. RESPONSIBILITIES: · Perform a variety of administrative support activities that are integral to human resources information processing. · Answer questions on personnel policies, procedures, and benefits, as appropriate. · Prepare and submit personnel, payroll and benefits documents; assist new employees in completing personnel and benefits forms. · Coordinate bi-weekly payroll. · Assist with new employee onboarding and orientation. · Coordinate Family Medical Leave paperwork and tracking. · Create new employee files; maintain employee record systems. · Prepare and review personnel action forms for compliance with federal, state and agency rules, policies and procedures. · Coordinate tuition fee waiver requests. · Coordinate leave donations. · Coordinate sick leave transfers to and from Idaho educational entities for employees, in accordance with Idaho statute. · Update several staff lists including phone lists, floor map, and organizational charts. · Assist with recruitment to include posting jobs in Luma and on various job boards, referring applications, assisting with interview process. Explain application and hiring processes to applicants and managers. · May attend meetings on behalf of the HR director to relay and/or collect information. · Other duties as assigned. MINIMUM QUALIFICATIONS: · Some knowledge of Human Resource management concepts. · Good knowledge of administrative support functions including organization skills, composing business documents, compiling, and summarizing data, and customer service. · Some experience interpreting or applying employment laws and rules, regulations, and policies, and handling sensitive or confidential information. PHYSICAL DEMANDS: (with or without accommodation) · Dexterity to operate office tools and equipment; · Good vision to review hard copy and electronic documents; operate standard office equipment, including, but not limited to: computer, copier/scanner, navigate website resources; identify safety concerns; · Ability to concentrate for extended periods of time; · Mental acuity to comprehend, communicate, monitor and ensure adequate program support; · Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time; · Approximately 10% of time is spent standing, walking, bending, and kneeling; · Occasional lifting may be required, frequently less than 5 lb., but may be up to 20 lb. TRAVEL REQUIRED: This position typically does not require travel, but may occasionally be requested to do so.
